20 7.1. (VR: Production Contracts Revenue) All revenues derived from production contracts earned by the handicapped trainees of the
21 Evaluation and Training Facilities (Workshops) may be retained by the State Agency of Vocational Rehabilitation and used in the facilities
22 for Client Wages and any other production costs; and further, any excess funds derived from these production contracts be used for other
23 operating expenses and/or permanent improvements of these facilities.
24 7.2. (VR: Reallotment Funds) To maximize utilization of federal funding and prevent the loss of such funding to other states in the
25 Basic Service Program, the State Agency of Vocational Rehabilitation be allowed to budget reallotment and other funds received in excess
26 of original projections in following State fiscal years.
27 7.3. (VR: Basic Support Program Reconciliation) The General Assembly hereby directs the Department of Vocational Rehabilitation
28 to complete a reconciliation of the cost to operate the Basic Support program related to the combination of State and Federal funds
29 available following the close of each Federal fiscal year. Such reconciliation shall begin with the Federal fiscal year ending September 30,
30 1989. Federal funds participation for that period shall be applied at the maximum allowable percentage and the level of those funds on
31 hand which have resulted from the over participation of State funds shall be remitted to the General Fund within 120 days following the
32 close of the Federal fiscal year. This reconciliation and subsequent remission to the General Fund shall be reviewed by the State Auditor to
33 ensure that appropriate Federal/State percentages are applied. It is the intent of the General Assembly that Federal/State percentages
34 budgeted and appropriated shall in no way be construed as authorization for the Department to retain the Federal funds involved.

1 7.4. (VR: User/Service Fees) Any revenues generated from user fees or service fees charged to the general public or other parties
2 ineligible for the Department's services may be retained to offset costs associated with the related activities so as to not affect the level of
3 service for regular agency clients.
4 7.5. (VR: Meal Ticket Revenue) All revenues generated from sale of meal tickets may be retained by the agency and expended for
5 supplies to operate the agency's food service programs or cafeteria.
6 7.6. (VR: Technology Assistance for Disabled) The Department shall convene a committee of interested parties and agencies to
7 develop a plan and recommendations for the establishment of a program for assistive technology assistance for members of the public with
8 disabilities. The report shall be submitted to the General Assembly and the Governor by December 1997.
