12 TO AMEND THE 1976 CODE BY ADDING SECTION 59-123-125 SO AS TO PROVIDE FOR THE MANNER IN WHICH
13 FUNDS APPROPRIATED TO THE MEDICAL UNIVERSITY OF SOUTH CAROLINA FOR THE "RURAL PHYSICIAN
14 PROGRAM" SHALL BE ADMINISTERED, MANAGED, AND ALLOCATED.

16 A. The 1976 Code is amended by adding:

18 "Section 59-123-125. The funds appropriated to the Medical University of South Carolina for the Rural Physician Program' shall
19 be administered by the South Carolina Area Health Education Consortium physician recruitment office. The Medical University of South
20 Carolina shall be responsible for the fiscal management of funds to ensure that state policies and guidelines are adhered to. A board is
21 hereby created to manage and allocate these funds in the best interests of the citizens of South Carolina. The board shall be composed of
22 the following: the Executive Director, or his designee, of the South Carolina Primary Care Association; the Dean, or his designee, of the
23 University of South Carolina School of Medicine; the Executive Director, or his designee, of the South Carolina Medical Association; two
24 representatives from rural health care settings, one to be appointed by the Chairman of the Senate Medical Affairs Committee and one to
25 be appointed by the Chairman of the House Medical, Military, Public and Municipal Affairs Committee; the Commissioner, or his
26 designee, of the Department of Health and Environmental Control; the Commissioner, or his designee, of the South Carolina Hospital
27 Association; the Commissioner, or his designee, of the Commission on Higher Education; and the Director, or his designee, of the
28 Department of Health and Human Services. The Chairman, with the concurrence of the board shall appoint three at-large members with
29 two representing nursing and one representing allied health services in South Carolina."

31 B. This section takes effect upon approval by the Governor.
