TO AMEND SECTION 8-11-230, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE DUTIES OF THE STATE BUDGET AND CONTROL BOARD AND ITS OFFICE OF HUMAN RESOURCES IN THE OPERATION OF THE STATE PERSONNEL SYSTEM, SO AS TO REQUIRE THE BOARD TO DEVISE AND IMPLEMENT A SCHEDULE OF ANNUAL LONGEVITY BASE PAY INCREASES FOR CLASSIFIED STATE EMPLOYEES LIMITED TO TWENTY SUCH LONGEVITY RAISES FOR A SINGLE EMPLOYEE AND A SCHEDULE OF BASE PAY INCREASES FOR CLASSIFIED EMPLOYEES WHO OBTAIN ADDITIONAL EDUCATIONAL QUALIFICATIONS DIRECTLY RELATED TO IMPROVING JOB PERFORMANCE AND TO PROVIDE EXCEPTIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The last paragraph of Section 8-11-230 of the 1976 Code is amended by adding:
"12. Develop and implement a schedule of longevity base pay increases for classified employees. The schedule shall provide for annual longevity base pay increases limited to twenty such increases for a single employee. These longevity base pay increases apply in addition to all other base pay increases.
13. Develop and implement a schedule of base pay increases for classified employees who, after employment, obtain additional educational qualifications for the purpose of improving job performance. This item does not apply to educational requirements mandated by law or regulation. These additional education base pay increases apply in addition to all other base pay increases."
SECTION 2. This act takes effect July 1, 1997.
