Gracious God:
We enter into this our vocation of public service with fear and trembling knowing without a doubt that You have called our name. Though we are left feeling helpless and bewildered by the complex problems of our day, Your call is steadfast and Your purpose for our assembling continues to be revealed with each passing moment. We have heard Your call through the voices of picketers and marchers on the streets of Columbia as our constituencies beckon a listening ear. We have heard Your call through the cries of the sick and bereaved as they entreat us for a kind word or a caring shoulder upon which to lean their weary heads. We have heard Your call in the tears of helpless men, women and children who are trapped and imprisoned by the sting of poverty and the pain of homelessness. Oh God, You have called our name through the deafening silence of those who have no voice with which to scream and have not the tears with which to cry. And hence, we stand before Your throne today Oh Lord in fear and trembling knowing that Your call demands a response. Give us today the courage to answer Your call, Loving God, so that we might say in the words of Your prophet "Here we are, Lord. It is we, Lord. We have heard You calling in the night. We will go Lord. If You will lead us. We will hold Your people in our hearts."

Another patriotic women's organization is here today, the American Gold Star Mothers. Each of these Gold Star Mothers lost a son or daughter during military service. To every Gold Star Mother, may the peace of God be with you. Ladies and gentlemen, please join me in paying tribute to them. The South Carolina General Assembly and the American Legion Auxiliary share a special distinction. Both are stomping grounds of State Representative Molly Spearman of Saluda. Molly, take a bow. I wouldn't come to the Capitol without a man whose nickname says everything about his commitment to the American Legion, Mr. Legionnaire, and a past National Commander of The American Legion, E. Roy Stone. There are no strangers among South Carolina Legionnaires who join me today: Commander of the South Carolina American Legion-Elzie B. Adams of Winnsboro, State Adjutant-Jimmy Hawk of Columbia, Gene "Stoney" Wages-State Director of Veterans Affairs, and Jack David-former Director of the South Carolina State Employment Security Commission and a Past National Vice Commander of the American Legion. Sometimes after I read the morning paper I shake my head in despair. I read about all of the bad things that happen in our nation and I ask my wife, Barbara: "What's our nation coming to?" Too many children are out of control, too many streets are unsafe, too many sick veterans feel abandoned, and the Supreme Court says it's OK to burn the American flag. I ask you, what's this nation coming to? I believe our nation's problems boil down to a decline in traditional values -- pure and simple. People who join patriotic organizations such as the American Legion and the American Legion Auxiliary are fighting to restore those values. Just like you elected officials, we want to be a part of the solution rather than silent, unwitting bystanders--who are part of the problem. There's one thing I really love about South Carolina. People here don't just talk the talk, they walk the walk. And that's a big deal to a Missourian. Some people say they're in favor of restoring values, but they aren't. Some people say they care about veterans, but they don't. What you say to a Missourian doesn't mean anything unless you practice what you preach. I'm from Missouri. You have to "Show Me." South Carolina has shown me a resolve that I wish I could bottle and sell on the market. The people of South Carolina practice what they preach. You are --to borrow from one of your state mottoes--"Ready in Soul and Resource" to do the right thing. South Carolina stands with the American Legion Family in support of a constitutional amendment to protect the American flag from physical desecration. While social misfits who don't even know what they're doing stand on Old Glory. The people of South Carolina stand by Old Glory. This General Assembly was among the first state legislatures to pass a resolution in support of the flag-protection amendment. And every member of the South Carolina congressional delegation supports a constitutional sanctuary for Old Glory. South Carolinians should be proud of that. The amendment, House Joint Resolution 54, was introduced February 13th by Representatives Gerald Solomon of New York and William Lipinski of Illinois. The bill has 302 supporters in the U.S. House of Representatives--far more than the two-thirds required. And four members of South Carolina's delegation are among the bill's 239 co-sponsors. The House vote will be held between Flag Day, June 14th, and Independence Day. After the House vote, a companion bill will be introduced in the Senate where 64 members say they'll vote to protect Old Glory. Bottom line: We need three more Senate votes to send the flag-protection amendment to the states for ratification. We know the Senate will be our battleground. In the 104th Congress the amendment passed in the House, but fell three votes short in the Senate. At least we don't need to lobby for Senate votes in South Carolina. People here show me a resolve to translate the will of the people into the law of the land. That's one reason I'm honored to be here. I like your style here in South Carolina. This State does not forget about the men and women who stood in harm's way to preserve the freedoms we all enjoy. Gene Wages directs a veterans-service apparatus that's doing great things for those who sacrificed for freedom. Generally, the closer the client is to the provider, the better the service. So, I commend the State for providing veterans service officers in each of your 46 counties. That's not the only thing that impresses me. Your State picked up one-third of the tab to build two joint federal/state veterans health care facilities: a 120-bed, long-term care facility here in Columbia and a 150-bed skilled nursing home at Stone Pavilion. Those facilities complement a VA hospital in Charleston and a state nursing home near Anderson. About a third of South Carolina's 380,000 veterans are senior citizens. So, your state's investment in veterans nursing homes seems all the more logical. I spent Sunday and Monday nights in the handicapped-accessible house at the Vocational Rehabilitation Commission of South Carolina. I'd heard it was one of the finest facilities of its kind in the nation. Now I can vouch for that. I enjoyed my stay. While I'm talking about health care, I must point out that most veterans can't use the Department of Veterans Affairs health care system. The system has restrictions on who can be treated. Those restrictions are budget-driven. The American Legion has a remedy. The GI Bill of Health will be introduced later in this session of Congress. If Congress passes the GI Bill of Health, then the VA health care system will become accessible to all veterans and their families under certain managed-care principles. Service to existing VA patients will not be curtailed. I hope your congressional delegation backs the American Legion's newest GI Bill and not just because it will make VA health care accessible to all veterans. The GI Bill of Health would also let the VA health care system retain third-party funding, which will preserve this vital national asset for future generations. The system needs the additional funding to survive. A moment ago, I talked about your state's partnership with the federal government. Now I want to remind you of another partner, the American Legion Family. When it comes to upholding traditional values, South Carolina and the American Legion Family are a winning team. Think about how the people of South Carolina benefit from the American Legion Family's presence. Think of all the native sons and daughters of the Palmetto State who've participated in Boys State and Girls State, Boys Nation and Girls Nation, the National High School Oratorical Contest and American Legion Baseball. Think of all the children who will be a little safer because the McGruff Safe Kids program taught them how to avoid abduction. Think of all those hospitalized veterans who were helped by volunteers from our Legion Family. Think of all those veterans who will use the Department of Veterans Affairs health care system, including sick Gulf War veterans, who deserve treatment for their symptoms while scientists search for the causes of their illnesses. The VA health care system will survive because Legionnaires in South Carolina and across our nation won't let the federal government renege on its commitment to veterans. Think of the moral impact of providing constitutional sanctuary for the American flag, the unifying symbol of our nation. Now I won't put all that bad news in the daily newspaper in perspective. We mustn't forget that for all the discouraging news there's a lot of good work being done that seldom gets reported. A lot of the community service in South Carolina is performed by the 25,000 South Carolina Legionnaires. Programs that uplift our nation's young people that take care of veterans and that restore values don't make headlines very often, but those programs make a positive impact on our communities. That's what counts. As long as I'm breathing I'm going to don my American Legion cap every day. And go to work in an organization that won't let America crumple under the weight of immorality. I'm certain what will be going on here in South Carolina. You, the members of the General Assembly and the people of South Carolina, will continue to practice what you preach, especially taking care of veterans, standing by Old Glory, and working to preserve traditional values along with members of your South Carolina American Legion Family. Yes, I'm from Missouri and you have to show me. South Carolina has shown me that it's a great State in which to be a veteran, a great State in which to raise children and a great State in which to live as a patriotic American. On behalf of the 3 million men and women of the American Legion who are 'still serving America'... job well done. God bless you and God bless the United States of America."
