A quorum being present the proceedings were opened with a devotion by the Chaplain as follows:

Let us pray.
Our Father, the time has come for us to talk about money and budgets!
We are disturbed that so much of it deals with the cost of locking people up because they have done wrong.
We are told that it costs from $30,000 to $40,000 a head to imprison a human being... somebody's son, or daughter, or child... to say nothing of the overhead in courts and nameless other costs.
We pray that the Spirit of God, changing the hearts of our people, can help us empty our jails!
Jesus came into Galilee, and St. Paul into all of Palestine and all the way to Rome... preaching about a "more excellent way"... called the good news of the Kingdom of God.
Shortly we'll say words about a "flag" and "One Nation, under God."
Help us to make it UNDER GOD!
