AN ACT TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-52-95 SO AS TO PROVIDE THAT THE SCHOOL TO WORK ADVISORY COUNCIL SHALL REPORT TO THE HOUSE EDUCATION AND PUBLIC WORKS COMMITTEE AND THE SENATE EDUCATION COMMITTEE BY JANUARY 1, 2000, AS TO THE PROGRESS MADE IN ESTABLISHING THE SCHOOL-TO-WORK SYSTEM, DIFFICULTIES ENCOUNTERED, AND ANY ACTIONS REQUIRED BY THE GENERAL ASSEMBLY TO ENSURE SUCCESS OF THE SYSTEM; TO PROVIDE THAT NO STATE FUNDS SHALL BE EXPENDED TO SUPPORT THE CONTINUATION OF THE ADVISORY COUNCIL, AND THE ADVISORY COUNCIL SHALL TERMINATE ON DECEMBER 1, 2004; AND TO AMEND SECTION 59-52-90, RELATING TO THE SCHOOL TO WORK ADVISORY COUNCIL AND OTHER RELATED MATTERS, SO AS TO DELETE REFERENCES TO THE ADVISORY COUNCIL EFFECTIVE DECEMBER 1, 2004.
Whereas, the School to Work Advisory Council represents a broad-based coalition of business and industry and includes representatives of the State Department of Education, Employment Security Commission, the Commission on Higher Education, State Board for Technical and Comprehensive Education, the South Carolina Chamber of Commerce, the Urban League, Tech Prep Consortia, the State Transition Coordinator for People with Disabilities, and local school districts; and
Whereas, the purpose of the council is to guide, encourage, and facilitate actions which enable the school-to-work system to be implemented, working with the State Board of Education to:
(1) provide input to shape the development and scope of a statewide initiative; and
(2) help promote the school-to-work system to employers and education leaders across the State and encourage active participation of employers across the State; and
Whereas, there continues to be a need to link education and labor in the planning and delivery of youth apprenticeship programs. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
Council reports to legislative committees by 1/1/2000
SECTION 1. Title 59 of the 1976 Code is amended by adding:
"Section 59-52-95. The School to Work Advisory Council shall report to the House Education and Public Works Committee and the Senate Education Committee by January 1, 2000, as to the progress made in establishing the school-to-work system, difficulties encountered, and any actions required by the General Assembly to ensure success of the system. No state funds shall be expended to support the continuation of the advisory council and the advisory council shall terminate on December 31, 2004."
Delete Council on 12/31/2004
SECTION 2. Section 59-52-90(A) of the 1976 Code is deleted effective December 31, 2004.
Time effective
SECTION 3. This act takes effect upon approval by the Governor.
Ratified the 24th day of June, 1999.
