TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-101-285 SO AS TO PROVIDE THAT ANY STATE-SUPPORTED COLLEGE, UNIVERSITY, OR TECHNICAL COLLEGE WHICH, BASED ON APPROPRIATE TESTING RESULTS, REQUIRES A STUDENT TO TAKE REMEDIAL MATHEMATICS OR ENGLISH COURSES AS PART OF THE ACADEMIC REQUIREMENTS OF THAT INSTITUTION SHALL BE REIMBURSED FOR THE COST THEREOF BY THE SCHOOL DISTRICT FROM WHICH THE STUDENT GRADUATED, AND TO DEFINE COST AND STUDENT FOR THIS PURPOSE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-101-285. Any state-supported college, university, or technical college which, based on appropriate testing results, requires a student to take remedial mathematics or English courses as part of the academic requirements of that institution shall be reimbursed for the institution's cost thereof as determined by the Commission on Higher Education by the school district from which the student graduated within one year of the date the student completes such courses. If the student fails to satisfactorily complete the remedial courses, no reimbursement is required. For purposes of this section, student means a resident of this State who graduated from a public high school in this State. The cost the student pays to take the remedial course is not subject to the reimbursement requirements of this section."
SECTION 2. This act takes effect upon approval by the Governor.
