TO EXPRESS THE THANKS AND GRATITUDE OF THE GENERAL ASSEMBLY TO DAVID W. HEPNER, SR., THE COMMUNITY AFFAIRS MANAGER FOR THE UNITED STATES DEPARTMENT OF ENERGY'S SAVANNAH RIVER OPERATIONS OFFICE, FOR THE TREMENDOUS JOB HE DOES IN THAT POSITION AND FOR HIS EFFORTS AT MAKING HIS COMMUNITY AND THE STATE OF SOUTH CAROLINA A BETTER PLACE IN WHICH TO LIVE.
Whereas, David W. Hepner, Sr., has been employed by the Savannah River Plant of the United States Department of Energy since 1985; and
Whereas, he has held different positions over the past fourteen years; he has been a Management Analyst, an Award Fee Program Administrator, and most recently, he has served as the Community Affairs Manager for the Savannah River Operations Office; and
Whereas, one of Mr. Hepner's most notable accomplishments occurred in 1993-94 when he worked in Washington, D.C. for the Secretary of Energy on contract reform; his efforts in this regard saved the United States government over four billion dollars and earned him the Secretary of Energy's Gold Award; and
Whereas, upon Mr. Hepner's return to the Aiken area, the Savannah River Site was facing a massive downsizing from nearly twenty-six thousand personnel to around fourteen thousand employees; and
Whereas, the potential impact on the State of South Carolina, our neighboring State of Georgia, and the local communities surrounding the Savannah River Site was tremendous and Mr. Hepner was selected to assist the community to transition from its dependence on the Savannah River Site and to diversify and develop the local economy in other ways; and
Whereas, Mr. Hepner met with numerous community leaders and business people to obtain their views on what was needed to make the transition work and how the Savannah River Site could aid during this period; since 1994, Mr. Hepner has been instrumental in several important projects to diversify the economic base of the area; and
Whereas, one excellent example of Mr. Hepner's involvement is his work with the Westinghouse Savannah River Company and local minority business leaders to develop a Small Business and Small Disadvantaged Business Assistance Program in the counties of Aiken, Allendale, Bamberg, and Barnwell; this program will be operational for two years and will assist small businesses to develop and prosper in all aspects of their financial planning; and
Whereas, Mr. Hepner is an excellent model of a government employee who is dedicated to his career and also involved in his community; he comprehends that his work has a great impact on the people of the area, and he does all he can to make it all positive for the people and businesses surrounding him. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly, by this resolution, express their thanks and gratitude to David W. Hepner, Sr., the Community Affairs Manager for the United States Department of Energy's Savannah River Operations Office, for the tremendous job he does in that position and for his efforts at making his community and the State of South Carolina a better place in which to live.
Be it further resolved that a copy of this resolution be presented to David W. Hepner, Sr.
