TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-29-225 SO AS TO PROVIDE THAT THE STATE BOARD OF EDUCATION SHALL DEVELOP AND LOCAL DISTRICT BOARDS OF TRUSTEES SHALL IMPLEMENT A CHARACTER EDUCATION PROGRAM FOR ELEMENTARY, MIDDLE, AND JUNIOR HIGH SCHOOL STUDENTS ACCORDING TO CERTAIN GUIDELINES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The 1976 Code is amended by adding:
"Section 59-29-225. The State Board of Education shall develop by the beginning of the 2000-2001 school year a comprehensive character education program to include curriculum and resources for elementary, middle, and junior high school students. The program shall be nonsectarian and shall include, but not limited to, the following character traits: courage, patriotism, citizenship, honesty, fairness, respect for others, kindness, cooperation, self-respect, self-control, courtesy, compassion, tolerance, diligence, generosity, punctuality, cleanliness, cheerfulness, patience, sportsmanship, loyalty, and virtue. Local district boards of trustees shall develop a timeline for implementing such programs for applicable grade levels. The State Board of Education shall oversee the implementation of such programs by providing workshops, conferences, resources, and implementation assistance."
SECTION 2. This act takes effect upon approval by the Governor.
