TO HONOR THE 166,119 SOUTH CAROLINA VETERANS WHO SERVED IN WORLD WAR II, AND TO CONTRIBUTE TO THE CONSTRUCTION OF THE NATIONAL WORLD WAR II MEMORIAL BY DONATING ONE DOLLAR FOR EACH MAN AND WOMAN THE STATE OF SOUTH CAROLINA SENT TO SERVE IN THE ARMED FORCES DURING WORLD WAR II.
Whereas, World War II, the name commonly given to the global conflict of 1939-1945, was the greatest and most destructive war in history; and
Whereas, military operations in World War II were conducted primarily on the European continent, World War II included gigantic struggles not only on the European continent but in Asia, Africa, and the far-flung islands of the Pacific as well; and
Whereas, World War II spread death and devastation throughout most of the world to an extent never before experienced; and
Whereas, the United States suffered 292,131 casualties and expenditures of more than $66 billion dollars; and
Whereas, South Carolina had 166,119 participants; and
Whereas, to honor these brave Americans and the millions who supported their efforts at home, by Public Law 103-32, Congress authorized the American Battle Monuments Commission to establish a World War II Memorial in Washington, D.C.; and
Whereas, Congress approved the design and plans for the memorial in May 1999, and set a construction start date of Veterans Day, 2000; and
Whereas, the National World War II Memorial will be the first national memorial dedicated to all who served during World War II, acknowledging the commitment and achievement of the entire nation; and
Whereas, all military veterans of the war, the citizens on the home front, the nation at large and the high moral purpose and idealism that motivated the nation's call to arms will be honored; and
Whereas, symbolic of the defining event of the twentieth century in American history, the memorial will be a monument to the spirit, sacrifice, and commitment of the American people; and
Whereas, the memorial will stand for all time as an important symbol of American national unity, a timeless reminder of the moral strength and awesome power that flows when a free people are at once united and bonded together in a common and just cause; and
Whereas, the estimated cost to design, construct and maintain the memorial is $100 million; and
Whereas, as of June 1999, approximately $60 million has been received from corporations, foundations, veterans groups, civic associations, states and individuals; and
Whereas, under the provisions of the Commemorative Works Act of 1986, a construction permit must be obtained and all construction funds must be in hand before a permit may be issued; and
Whereas, the total funds required include a perpetual maintenance fund (ten percent of the construction cost) to be provided to the National Park Service, which will assume responsibility for the memorial after it is completed. Now, therefore,
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. A. The sum of one hundred sixty-six thousand, one hundred nineteen dollars ($166,119) is hereby appropriated from fiscal year 1998-99 surplus general fund revenues to the Governor's Office, Division of Veteran's Affairs, for allocation to the American Battle Monuments Commission for the construction of the World War II Memorial.
B. These funds are provided in honor of the South Carolinians who unselfishly served their country during this worldwide war.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
