The House assembled at 9:30 a.m.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

God of greatness and glory, Who knows our needs even before we ask, have mercy upon our infirmities. Strengthen us in our worthy impulses. Daily increase in us our worthy desires. Daily increase Your wisdom and understanding. Even when the shining river of our fondest dreams sink into the sands of futility, may we continue to labor as in Your presence, ever seeking to preserve the heritage of men's best. Cause our efforts to be as shining windows in our world. Thank You, Lord, for this privilege of prayer. Amen.
