Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:
O God our Father, Whose goodness never fails, we confess that many are the times that we are distressed by difficulties, weighed down by demands. Help us to never let what we cannot do to keep us from doing what we can do. May we keep in mind always that the best thing about the future is that it comes but one day at a time, and that when the load is heavy it indicates that we are climbing upward. So teach us to know that we cannot change the past, but that we can ruin a good present by worrying about the future. In the Master's name we pray. Amen.
Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.
After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

Whereas, more than seven hundred companies from every county in South Carolina import and export products through the State Ports Authority's terminals, providing a direct link between our state's economic health and the health of our ports; and
Whereas, waterborne commerce through the State Ports Authority stimulates jobs for more than eighty-three thousand South Carolinians who earn two and one-half billion dollars in wages annually; and
Whereas, Port activity generates nearly eleven billion dollars in sales revenues for South Carolina companies annually and produces three hundred fourteen million dollars in state and local taxes every year; and
Whereas, South Carolina products valued at three billion dollars are exported around the world from our state's ports every year; and
Whereas, two-thirds of the port users in South Carolina are small companies, showing the great potential for expanding small businesses' role in international trade; and
Whereas, the success of our port system has contributed significantly to South Carolina's global reputation. The State Ports Authority currently operates the nation's fourth largest container port and ranks sixth in the entire country in value of goods shipped; and
Whereas, with business strategies focusing on global customers and suppliers, a strong and successful State Ports Authority will play an even greater role in maintaining existing jobs and attracting better employment opportunities to South Carolina in the years ahead; and
Whereas, the South Carolina State Ports Authority was created by the General Assembly in 1942 to contribute to the economic development of the State of South Carolina by fostering and stimulating waterborne commerce and the shipment of freight; and
Whereas, over its fifty-seven-year history, the Ports Authority has set the standards for stewardship among United States ports; and
Whereas, numerous organizations from across the State, including the State Chamber of Commerce and a coalition of urban Chambers of Commerce, recognize the contributions of the State Ports Authority. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives recognize the South Carolina State Ports Authority for its outstanding contributions to the state's economy, for the significant role it has played in advancing South Carolina's position in the global economy, and for its leadership and vision as our State progresses in the twenty-first century, and acknowledge February 9, 2000, as "State Ports Authority Appreciation Day".
Be it further resolved that a copy of this resolution be forwarded to Edgar A. Buck, Chairman, and Bernard S. Groseclose, Jr., President and Chief Executive Officer of the State Ports Authority.
