/ (DHHS: Hospital Base Rate Increase/DSH Match/Senior Prescription /Anti-Obesity Drugs) From the funds appropriated to the Department of Health and Human Services: (1) $20 million must be used for the purpose of increasing the base rate for Medicaid reimbursements for hospitals in addition to the funds appropriated in Part I.A., Section 8, page 126, line 7, under 3. medical assistance for hospital services; (2) $20 million must be used to provide state matching funds for the state's hospital Disproportionate Share Program in addition to the funds appropriated in Part I.A., Section 8, page 126, line 9, under 3. medical assistance for disproportinate share; (3) $10 million must be used as state matching funds in the state's hospital Disproportionate Share Program or pursuant to a Federal waiver for a prescription drug program, provided that the Federal matching funds are available and that the benefits provided under the program shall not exceed the sum of the state's matching funds appropriated therefore and the Federal funds it matches. DHHS must use the $10 million for a senior prescription assistance program for non-medicaid eligible persons 65 years of age or older whose annual income does not exceed 200% of the federal poverty level; and (4) the department shall provide outpatient prescription drug coverage of lipase-inhibitor anti-obesity drug therapies for eligible persons under appropriate criteria established by the department. Prior authorization criteria for eligible patients will include a body mass index equal to or greater than 30kg/m2 in the presence of another risk factor including diabetes, hypertension, cardiovascular disease or stroke./

So, the Bill, as amended, was read the third time and ordered sent to the Senate.
After much consideration and review of the House version of the Appropriation Bill, I could not, in good conscience, vote for nor against it.
The House version of the Appropriation Bill did contain many positive financial and innovative programs in education, tax relief and some major healthcare issues.
It does concern me that we did not address the continuing growth of government, misdirected spending and continuing governmental intervention into the daily lives of our citizens. We did not address in any form the critical and legitimate educational and life problem need of our children with disabilities. We did not properly concern ourselves with the many medical problems and issues faced by, and government taxation at all levels of, our senior citizens, especially those seniors classified as the working poor; home health care issues were seriously underfunded. We continue to support state-funded murder of the unborn (abortion), we continue to support DSS efforts to undermine our State's family units and create division between children and parents. We failed to support anti-smoking programs directed at our youth. We failed to support tax reduction incentives for our small business community, which is the true economic base of our State.

I would have voted in favor of H. 4775, but I was momentarily out of the Chamber in the Senate on other business. While I do not agree with all expenditures in the budget, I think it is a good budget overall for South Carolina because of tax relief, education and healthcare.

Whereas, Hubert E. (Hubie) Jones was born and raised in Knoxville, Tennessee, and after serving as a marine in the Korean War, moved to Spartanburg where he attended Wofford College on a football scholarship; and
Whereas, Hubie was hired by W. R. Grace and Co. Cryovac Division in 1962 and worked in the Dye Division. When he retired in 1997 after thirty-five years of loyal employment, he was a senior designer; and
Whereas, he and his wife, the former Doris Pridgeon, to whom he has been married for forty years, have lived one mile from Cryovac for his entire career; and
Whereas, Hubie walked to and from work every day of his career which calculates to over fifteen thousand miles over thirty-five years; and
Whereas, early on there was no sidewalk but he still made the daily walk; he walked in all kinds of weather; he observed the construction of the Highway 290 bridge, one of the state's largest bridges, from start to finish; and
Whereas, even though retired since 1997, he often walks the same route to visit his friends; and
Whereas, his dedication to his work and his daily walking commute have greatly impressed his friends, his fellow employees, and the members of the General Assembly. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly request the Department of Transportation name that portion of the existing sidewalk located between W. R. Grace and Co. Cryovac Division to Highland Drive in Duncan, South Carolina, the "Hubert E. Jones" sidewalk, and install an appropriate marker or sign along the sidewalk in honor of Mr. Hubert E. Jones who was a loyal employee of the Cryovac Division for thirty-five years and who walked to and from his work along this route on a daily basis and who, thus, walked over fifteen thousand miles during his career.
Be it further resolved that a copy of this resolution be forwarded to the Department of Transportation.

M. MACEO NANCE, JR., PRESIDENT EMERITUS OF SOUTH CAROLINA STATE UNIVERSITY, AND TO PLACE APPROPRIATE MARKERS OR SIGNS ON THE HIGHWAY REFLECTING THIS DESIGNATION.
Whereas, Dr. M. Maceo Nance, Jr., a native of Columbia, South Carolina, obtained his early education in the city's public elementary and secondary schools, received a Bachelor of Arts degree in 1949 from South Carolina State University, and received his Masters of Science degree from New York University in 1953; and
Whereas, from 1943 to 1946, he served his country with distinction as a member of the United States Navy; and
Whereas, Dr. Nance began his illustrious career at South Carolina State University in July, 1949, and through hard work, superior knowledge, and stellar performance, rose meteorically through the college's ranks from ROTC Supply Clerk to Director of the Student Center, to Assistant Business Manager, to Business Manager, to Vice-President for Business and Finance, to Acting President of the College, and to President of the College; and
Whereas, from June 23, 1968, the date he assumed the position as President of South Carolina State University, until his retirement from the presidency in 1986, he made innumerable contributions not only to South Carolina State University, but to the Orangeburg community, the State of South Carolina, and our nation; and
Whereas, these contributions have brought Dr. Nance many accolades, honors, and awards which include having bestowed upon him the title of President Emeritus of South Carolina State University, and being named the recipient of the following honorary degrees: Doctor of Laws - Morris Brown College at Atlanta University - 1968; Doctor of Humane Letters - Francis Marion College - 1975; Doctor of Laws - University of South Carolina - 1976; Doctor of Humane Letters - The Citadel Military College - 1983; Doctor of Humane Letters - Clemson University - 1983; Doctor of Humane Letters - Medical University of South Carolina - 1986; and Doctor of Humane Letters - South Carolina State University - 1988; and
Whereas, it is fitting that the portion of United States Highway 601 from its intersection with Interstate Highway 26 to its intersection with South Carolina Highway 33 in Orangeburg County be named in honor of this outstanding leader of our State. Now, therefore,
