TO APPROVE REGULATIONS OF THE BOARD OF EDUCATION, RELATING TO CRITERIA FOR THE PROMOTION OF STUDENTS TO THE NEXT HIGHER GRADE (REPEAL), DESIGNATED AS REGULATION DOCUMENT NUMBER 1997, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Board of Education, relating to criteria for the promotion of students to the next higher grade (repeal), designated as Regulation Document Number 1997, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
Currently the State establishes criteria for the promotion and retention of students. This decision should be made by local districts and schools since they have the best knowledge about individual students. The proposed repeal of this regulation will allow local schools and districts to develop local policies concerning promotion and retention.
