TO REQUEST THE PRESIDENT PRO TEMPORE TO APPOINT A SPECIAL COMMITTEE TO STUDY THE PROBLEM OF LITTERING ALONG THE ROADS AND HIGHWAYS OF THIS STATE.
Be it resolved by the Senate:
That the President Pro Tempore is hereby requested to appoint a special committee to study the problem of littering along the roads and highways of this State.
The committee shall examine and review all current state efforts to reduce and remove litter from the roadways. The committee shall review the laws of the State and our sister states to determine whether South Carolina statutes should be amended to more effectively encourage the public not to litter. The committee shall review existing laws and offer recommendations as to whether these laws should be amended or new laws should be adopted and shall offer its recommendations as to whether those who do litter are appropriately punished.
The committee shall provide a report and may introduce legislation in the name of the members serving on the committee. Upon the issuance of a report on the introduction of legislation, the committee shall be discharged.
