To whom was referred a Bill (S. 970), to amend Section 56-1-180, as amended, Code of Laws of South Carolina, 1976, relating to the issuance of a special restricted driver's license to a minor, etc., respectfully
That they have duly and carefully considered the same, and recommend that the same do pass with amendment:
Amend the bill, as and if amended, Section 56-1-180(B)(1)(c), as contained in SECTION 1, by deleting / church / on line 27, and inserting / place of worship /.
Amend title to conform.

EXPLANATION OF IMPACT:
The Department of Public Safety states there would be minimal costs associated for training of DMV staff, which can be absorbed by the department. Currently, DMV requires a statement from the employer or educator. A statement from the parents will be used for the purposes of travel to church.

TO AMEND SECTION 56-1-180, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF A SPECIAL RESTRICTED DRIVER'S LICENSE TO A MINOR, SO AS TO PROVIDE THAT THE RESTRICTIONS ON THIS DRIVER'S LICENSE ALSO MAY BE MODIFIED OR WAIVED BY THE DEPARTMENT OF PUBLIC SAFETY FOR TRAVEL BETWEEN HIS HOME AND CHURCH UNDER CERTAIN CONDITIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 56-1-180(B)(1)(c) of the 1976 Code, as last amended by Act 258 of 1998, is further amended to read:
"(c) travel between the licensee's home or place of employment, church, and vocational training;"
SECTION 2. This act takes effect upon approval by the Governor.
