TO AMEND RULE 19 OF THE RULES OF THE SENATE SO AS TO REQUIRE ALL PERSONS WHO APPEAR BEFORE A STANDING COMMITTEE, SUBCOMMITTEE, SPECIAL COMMITTEE, CONFERENCE COMMITTEE OR JOINT COMMITTEE OF THE SENATE SHALL BE ADMINISTERED AN OATH PRIOR TO APPEARING BEFORE THE COMMITTEE OR SUBCOMMITEE.
Whereas, information and data crucial to the decision making process utilized in the production of legislation or the amendment of current legislation is provided to each of the standing committees of the Senate; and
Whereas, information and data, also necessary and pertinent to the decision making process utilized in the production of legislation or the amendment of current legislation, is likewise provided to the various subcommittees of the standing committees of the Senate; and
Whereas, information and data, likewise pertinent to the decision making process used in creating legislation or amending legislation, is also given to various joint committees of the House of Representatives and the Senate and other special and conference committees; and
Whereas, it is imperative that the standing committees, subcommittees of the standing committees, joint committees, and special and conference committees of the Senate receive information upon which to base decisions effecting the drafting, amending, and passage of legislation to benefit the citizenry of South Carolina. Now, therefore,
Be it resolved by the Senate:
That Rule 19 of the Rules of the Senate, pertaining to Standing and Special Committees of the Senate, shall be amended by adding a new numbered paragraph that reads as follows:
"( ) All persons who shall appear before any standing committee, subcommittee of a standing committee, or special or conference committee of the Senate shall be administered an oath or affirmation prior to all persons making any appearance before the standing committee, subcommittee, joint committee, or special or conference committee."
Be it further resolved that a copy of this resolution be forwarded to the House of Representatives of the South Carolina General Assembly.
