The House assembled at 10:00 a.m.
Deliberations were opened with prayer as follows:

O God, out of the uncertainties of this world we come into Your presence to pray. We are thankful for all that You constantly and without ceasing do for us. From these moments of prayer, send us forth to be better citizens of our beloved State. Give us patience, O Lord, lest we demand too much of others. Allow us a higher sensitivity of the needs of all people and a deeper fellowship with You. Keep us ever loyal to the good within us, always more aware of Whose we are than who we are. Shine upon us, O Spirit of Light, to drive from us the darkness of doubt, fear and ill will. In the Lord's name we pray. Amen.

S. 70 (Word version) -- Senators Hayes, Elliott, Reese and Branton: A BILL TO AMEND SECTION 2-13-60, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE DUTIES OF THE CODE COMMISSIONER, SO AS TO REQUIRE THE CODE COMMISSIONER TO ANNOTATE IN THE SOUTH CAROLINA CODE OF LAWS ALL UNPUBLISHED FEDERAL OPINIONS DECIDED IN THE DISTRICT WHICH HAVE BEEN SENT TO HIM BY THE CHIEF FEDERAL DISTRICT JUDGE IF THESE OPINIONS AFFECT THE INTERPRETATION OR INVALIDATIONS OF SOUTH CAROLINA STATUTES.
