The House assembled at 10:00 a.m.
Deliberations were opened with prayer by Rep. TAYLOR as follows:
We thank You, Heavenly Father, for these moments of prayer, when we lift our thoughts to You. When the burdens are heavy, give us strength to carry them. When the pressures are great, grant us inner peace. When the days are long and the demands irksome, give us the ability to think clearly and act wisely. Keep us able to bear the wounds of criticism, the hurt of misunderstanding, the pain of misjudged motives, and the monotony of daily toil. When this prayer is finished, continue Your presence with us. Yours is the power and the glory forever and ever. Amen.
Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.
After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
Rep. RODGERS moved that when the House adjourns, it adjourn in memory of G. G. Dowling of Beaufort, which was agreed to.
The following was introduced:
H. 4335 (Word version) -- Reps. Wilkins, Quinn, Allison, Altman, Barfield, Barrett, Bingham, Campsen, Cato, Chellis, Coates, Cooper, Cotty, Dantzler, Davenport, Delleney, Easterday, Edge, Fleming, Frye, Gilham, Hamilton, Harrell, Harrison, Haskins, Hinson, Huggins, Keegan, Kelley, Klauber, Knotts, Koon, Law, Leach, Limehouse, Littlejohn, Loftis, Lucas, Martin, McGee, Meacham-Richardson, Merrill, Owens, Perry, Rice, Riser, Robinson, Rodgers, Sandifer, Scarborough, Sharpe, Simrill, Sinclair, D. Whereas, since joining the House Republican Caucus as Political Director in March 1999, Charles Cannon has been an important and efficient team player to the members of the caucus, his associates, and other staff employed by the General Assembly; and
Whereas, Charles, the son of Mr. and Mrs. James W. Cannon, and a native of Hartsville, graduated from Presbyterian College in 1993, earning a bachelor of science degree in political science; and
Whereas, Charles was an important member of former Governor David Beasley's campaign and staff from 1994 through 1998. He served the former Governor as a personal aide, as the Events Manager for the Governor's office, and as the Scheduling Director for the 1998 campaign; and
Whereas, in March 1999, Charles joined the House Republican Caucus where he quickly developed into a strong candidate recruiter. Charles was instrumental in the Republicans keeping their majority status in the November 2000 election; and
Whereas, during his service as Political Director, he has been a close advisor to the Speaker as well as the Majority Leader. He has earned the respect of the representatives for his political expertise and the respect of the fairer sex for his affable, outgoing manner and infectious personality. Charles will surely be missed by everyone who has had the pleasure of knowing and working with him. Now, therefore,
Be it resolved by the House of Representatives:
