Mr. Speaker, Members of the House, it is great to be back! It is great to be with you my friends and colleagues. I consider it a blessing to be alive and to be able to address this body again and to thank you for your support, kind thoughts and prayers during the past several months after my near fatal accident. Most of all I thank you for your prayers. Without them and the grace of God I would not be here.
Words fail to express the gratitude I feel for you and the hundreds of good people across this great State who took time to visit, called, prayed, sent cards and gifts and wished me well for my recovery. All of this has been a most humbling experience.
Each of us only have this day, this hour, this minute to live in. That is why it is called a present-it is a gift from our creator to live life a little

/SECTION   1.   Section 50-5-15(37) of the 1976 Code, as added by Act 245 of 2000, is amended to read:

"(37)   'Peeler trap' means a trap constructed of one inch or smaller hexagonal wire which is:

(a)   unbaited; or

(b)   baited with only one live male crabs. crab and may have one single piece of fish having no dimension greater than three inches."

"(D)   It is unlawful for a person to take or have in possession more than five two red drum in any one day."

SECTION   3.   Section 50-5-1710(3) of the 1976 Code, as added by Act 245 of 2000, is amended to read:

"(3)   red drum (Sciaenops ocellatus) (channel bass or spottail bass) of less than fourteen fifteen inches in total length, or more than twenty-seven twenty-four inches in total length; or"

SECTION   4.   This act takes effect upon approval by the Governor. /

Knotts, Bingham, Quinn and Whatley: A CONCURRENT RESOLUTION TO DESIGNATE THE MONTH OF SEPTEMBER AS "PROSTATE CANCER AWARENESS MONTH" AND CALL ON THE PEOPLE OF THE STATE, INTERESTED GROUPS, AND AFFECTED PERSONS TO PROMOTE AWARENESS OF PROSTATE CANCER, TAKE AN ACTIVE ROLE IN THE FIGHT TO END THE DEVASTATING EFFECTS OF PROSTATE CANCER ON INDIVIDUALS, THEIR FAMILIES, AND THE ECONOMY, AND OBSERVE THE MONTH OF SEPTEMBER WITH APPROPRIATE EDUCATIONAL ACTIVITIES.

Whereas, over one million American families live with prostate cancer; and

Whereas, prostate cancer is the most commonly diagnosed nonskin cancer and the second most common cancer killer of American men; and

Whereas, nearly two hundred thousand American men will be diagnosed with prostate cancer and over thirty-one thousand American men will die of prostate cancer in 2001, according to American Cancer Society estimates. In South Carolina an estimated two thousand eight hundred men will be diagnosed with prostate cancer in 2001 and an estimated four hundred ninety-five men will die from this cancer in 2001; and

Whereas, according to the most recent national statistics, South Carolina ranks second among the fifty states in prostate cancer mortality; and

Whereas, in South Carolina prostate cancer was the most common new cancer diagnosed among South Carolina men in 1996, 1997, and 1998. Prostate cancer is the second leading cause of cancer deaths among South Carolina men following lung cancer deaths; and

Whereas, fully one-fourth of new cases of prostate cancer occur in men during their prime working years; and

Whereas, African Americans have higher prostate cancer incidence and mortality rates than Caucasian men; and

Whereas, screening by both digit rectal examination and prostate specific antigen blood test (PSA) can diagnose the disease in earlier and more treatable stages and have reduced prostate cancer mortality; and

Whereas, the research pipeline promises further improvements in prostate cancer prevention, early detection, and treatment; and

Whereas, educating South Carolinians, including health care providers, about prostate cancer and early detection strategies is crucial

Be it resolved that the General Assembly of the State of South Carolina designates the month of September as "Prostate Cancer Awareness Month" and calls upon the people of the State, interested groups, and affected persons to promote awareness of prostate cancer, to take an active role in the fight to end the devastating effects of prostate cancer on individuals, the families, and the economy, and to observe the month of September with appropriate educational activities.

Be it further resolved that a copy of this resolution be forwarded to the Governor, the Department of Health and Environmental Control, the American Cancer Society, South Carolina Division, and the State Chapter of US TOO, a prostate cancer support group.

Young, Simrill, Walker and Cotty: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-35 SO AS TO ESTABLISH THE ELECTION DISTRICTS FROM WHICH MEMBERS OF THE HOUSE OF REPRESENTATIVES ARE ELECTED COMMENCING WITH THE 2002 GENERAL ELECTION, TO DESIGNATE THE HOUSE OF REPRESENTATIVES AS THE SUBMITTING AUTHORITY TO MAKE THE REQUIRED SUBMISSION OF THE HOUSE REAPPORTIONMENT PLAN CONTAINED IN THIS ACT TO THE UNITED STATES DEPARTMENT OF JUSTICE UNDER THE VOTING RIGHTS ACT, AND TO REPEAL SECTION 2-1-25, RELATING TO ELECTION DISTRICTS FROM WHICH MEMBERS OF THE HOUSE OF REPRESENTATIVES WERE FORMERLY ELECTED.

Rep. HARRISON explained the Senate Amendments.

The Senate amendments were agreed to, and the Bill having received three readings in both Houses, it was ordered that the title be changed to that of an Act, and that it be enrolled for ratification.

I am voting to nonconcur in the Senate Amendments to House Bill 3003 for the same reasons I previously voted against the Bill. Among other problems, this Bill unnecessarily fragments Kershaw County thereby diluting Kershaw County voters' influence.

The merchants of the city of Georgetown, the majority of the members of City Council, and the majority of County Council members are all opposed to splitting the city of Georgetown, as the plan does.
