Our Father, we come before you today with heavy hearts, saddened over the tragic events of the past week. We pray for our Country. We pray for our Countrymen. Continue to shed Your grace upon us.
Give us Your love and comfort. Help us find peace even in the midst of the catastrophic events of the past eight days. For we remember, Oh God, that You are our refuge and our strength.
In the aftermath of this terrible tragedy, we are hurt, we are grieving, we are frustrated, and we are angry.
Help us deal with this terrible ordeal. Turn our hurt into hope. Our grief into comfort. Our despair into reassurance. Our bewilderment into understanding. Our confusion into wisdom. And our shock into resolve.
Make us even stronger as one nation, indivisible under God. Our Father, remember the victims and the injured and their families and be with them in their time of grief. And remember the heroes among us. Be with them and encourage them.
Unite us all against evil. At the same time, help us to hold fast to what is good. Gird us with Your strength. Surround us with Your love. Help us persevere and rise from the rubble.
Bless our President and our leaders. Give them strength and courage. Lord God, bless South Carolina and God bless America. Amen.

Whereas, the members of the House of Representatives of the State of South Carolina pay tribute to the South Carolina Joint Service Guard of Honor participants, comprised of men and women volunteers from the South Carolina Army and the Air National Guard, who caringly and reverently guarded the casket of Congressman Floyd Spence in the Rotunda of the State House on August 21 and 22, 200l; and
Whereas, members of the Honor Guard were deployed August 17, 2001, to bring Congressman Spence's body and family home from Jackson, Mississippi. They guarded the body in the State House Monday and Tuesday morning moving only every thirty minutes when they were replaced by eight fresh guards; and
Whereas, Tuesday, members of the Honor Guard carried Congressman Spence's casket, draped in the American flag, down the steps of the State House to a waiting caisson. Members of the Honor Guard escorted the body to First Baptist Church for the funeral service; and
Whereas, the House of Representatives is proud to honor the members of the Joint Honor Team who stood at attention around Congressman Floyd Spence's casket while family, friends, and constituents came to the State House to pay tribute to our former United States Representative. Now, therefore,
That the members of the House of Representatives of the State of South Carolina, by this resolution, commend and thank the volunteers of the South Carolina Joint Service Guard of Honor who formed the military guard for Congressman Floyd Spence's casket in the Rotunda of the State House during the public visitation August 21 and 22, 2001, and rendered full military honors while transporting the body and incident to his burial.
Be it further resolved that a copy of this resolution be forwarded to Major General Stanhope Sifford Spears, Adjutant General for South Carolina.

Whereas, on September 11, 2001, thousands of innocent people lost their lives and their loved ones or were injured in a shocking assault on The World Trade Center and The Pentagon; and
Whereas, on the same day an airplane hijacked as a part of these cowardly exercises crashed in the countryside outside Pittsburgh, Pennsylvania, killing all aboard; and
Whereas, these awful losses were suffered by ordinary people as they were traveling or were working in buildings which had become symbols of America's extraordinary strength; and
Whereas, millions more people in this nation, and across the world, were sickened as they witnessed walls collapsing into rubble and faces collapsing into horror; and
Whereas, the members of the General Assembly, on behalf of the State of South Carolina, desire to acknowledge and express their sorrow and that of its citizens to all those who have suffered loss through the death of loved ones or injury to themselves; and
Whereas, the members of the General Assembly also believe that all those who participated in or sponsored these terrible crimes against humanity should be quickly brought to justice without regard to region or border; and
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly do hereby express the collective grief and anguish of the people of the State of South Carolina to our friends and neighbors in the State of New York, in the Commonwealths of Pennsylvania and Virginia, and in other parts of the United States of America, and to our allies in other countries who suffered loss in the aftermath of appalling airplane hijackings and attacks on September 11, 2001, express the belief that the perpetrators of those terrible crimes which are tantamount to an act of war should be swiftly brought to justice, and pledge our prayers and our purpose in sustaining the strength and solidarity of this nation, our President, and our leaders as we respond to this unprecedented attack on America.

Whereas, Felix A. "Doc" Blanchard, Jr., grew up in the Lee County Town of Bishopville, South Carolina; and
Whereas, he was appointed to the United States Military Academy in 1944, joining the Army football team as a fullback; and
Whereas, his presence in the backfield, as "Mr. Inside" in tandem with halfback Glen Davis, "Mr. Outside", catapulted Army to three consecutive undefeated football seasons; and
Whereas, in 1945, he was honored as recipient of the Heisman Trophy, recognizing the nation's best collegiate football player, and the Sullivan Award, highlighting his performance as the nation's outstanding amateur athlete of the year; and
Whereas, the football hero went on to serve honorably as a jet pilot in World War II, being cited for bravery for his heroism in safely landing his flaming plane at an airfield rather than abandoning it in a heavily populated area near London, England, and later in Vietnam; and
Whereas, "Doc" Blanchard is remembered proudly by his home state of South Carolina and with awe by sports enthusiasts of all generations; and
Whereas, it is fitting that the members of the General Assembly recognize the accomplishments of this true sports legend in an appropriate manner. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly request the Department of Transportation to name the interchange at the intersection of Interstate Highway 20 and United States Highway 15 in Lee County the "Felix A. 'Doc' Blanchard Interchange" in honor of the Bishopville native who shares his place in the national sports spotlight with his proud home state of South Carolina, and to erect appropriate signs or markers containing the words "Felix A. 'Doc' Blanchard Interchange".
