To whom was referred a Bill (H. 3957) to repeal Article 21, Chapter 7, Title 20, Code of Laws of South Carolina, 1976, relating to the State Council on Maternal, Infant, and Child Health Act, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass with amendment:
Amend the bill, as and if amended, by deleting SECTION 2 of the bill and inserting:
/SECTION 2. This act takes effect upon approval by the Governor./
Renumber sections to conform.
Amend totals and title to conform.

EXPLANATION OF IMPACT:
The council is housed within the Governor's Office. The Governor's Office reports that the bill would save $66,610 in personal services cost (including 2.00 State FTEs), $11,000 in other operating costs, and $18,650 in fringe benefits. Total annual savings to the General Fund of the State would be $96,260. There would be no fiscal impact on federal and/or other funds.

TO REPEAL ARTICLE 21, CHAPTER 7, TITLE 20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE STATE COUNCIL ON MATERNAL, INFANT, AND CHILD HEALTH ACT, THE CREATION OF THE COUNCIL AND PROVIDING FOR ITS POWERS AND DUTIES.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Article 21, Chapter 7, Title 20 of the 1976 Code is repealed.
SECTION 2. This act takes effect June 30, 2001.
