The Senate assembled at 11:20 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear a few words recorded by St. Matthew (Chapter 5:14f):

"You are the world's light... a city on a hill, glowing in the night for all to see. Don't hide your light! Let it shine for all; let your good deeds glow for all to see, so that they will praise your heavenly Father."
Let us pray.

Our Father, we bring before Your Throne of Grace the spiritual and physical needs of Your faithful servant, Jean Smith, and her stalwart caregiver, Your servant, Verne -- as Jean is facing serious surgery this morning.

Guide, O Lord, the minds and hands of the surgeons and staff that they may be used by You in Your gracious gift of healing.

And, Father in Heaven, learned folks of old have asked the question, "What is the chief end of man?" And the answer has come ringing back, "to glorify God and to enjoy Him forever."

We do not pray to be great, but, Father, help us to be good!

Amen!

Leave of Absence

On motion of Senator ALEXANDER, at 11:26 A.M., Senator J. VERNE SMITH was granted a leave of absence for today and tomorrow.

S. 462 (Word version) -- Senators Fair, Leatherman, Wilson, Grooms, Verdin, Ritchie, Ravenel, Bauer, Waldrep, Hayes, Ryberg, Peeler, Giese, Martin, Branton, Thomas, Hawkins and Alexander: A BILL TO AMEND CHAPTER 3, TITLE 56, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO MOTOR VEHICLE REGISTRATION AND LICENSING, BY ADDING ARTICLE 89 SO AS TO PROVIDE THAT THE DEPARTMENT OF PUBLIC SAFETY SHALL ISSUE "CHOOSE LIFE" SPECIAL LICENSE PLATES AND PROVIDE FOR THE DISTRIBUTION OF FEES COLLECTED FOR THESE SPECIAL LICENSE PLATES TO LOCAL PRIVATE NONPROFIT GROUPS OFFERING CRISIS PREGNANCY SERVICES.

On motion of Senator COURSON, with unanimous consent, the name of Senator COURSON was added as a co-sponsor of S. 462.

INTRODUCTION OF BILLS AND RESOLUTIONS

The following was introduced:

H. 3743 (Word version) -- Reps. Harvin and Kennedy: A CONCURRENT RESOLUTION EXPRESSING THE HEARTFELT SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON THE DEATH OF MRS. ANNIE VIRGINIA MARTIN GIBSON OF CLARENDON COUNTY AND EXTENDING DEEPEST SYMPATHIES TO HER FAMILY AND MANY FRIENDS.

The Concurrent Resolution was adopted, ordered returned to the House.

Committee to Escort

The PRESIDENT appointed Senators DRUMMOND, LEATHERMAN, GIESE, REESE, MESCHER, MARTIN and ALEXANDER to escort the State Easter Seals Representatives, their parents and members of their party to the rostrum of the House of Representatives for the Joint Assembly.

RECESS

At 11:27 A.M., on motion of Senator LEATHERMAN, the Senate receded from business for the purpose of attending the Joint Assembly.

"Creating Solutions for Disabilities Day"

At 11:30 A.M., the Senate appeared in the Hall of the House.

The PRESIDENT of the Senate called the Joint Assembly to order and announced that it had convened under the terms of a Concurrent Resolution adopted by both Houses:

S. 451 (Word version) -- Senators Giese, Martin and Alexander: A CONCURRENT RESOLUTION TO DESIGNATE WEDNESDAY, MARCH 21, 2001, AS "CREATING SOLUTIONS FOR DISABILITIES DAY", TO ENDORSE THE "B.A.C.-COFFEE DAY FOR PEOPLE WITH SPECIAL NEEDS" PROJECT AND OTHER OUTSTANDING PROGRAMS OF EASTER SEALS SOUTH CAROLINA, AND TO PROVIDE FOR A JOINT SESSION OF THE GENERAL ASSEMBLY IN THE HALL OF THE HOUSE OF REPRESENTATIVES AT 11:30 A.M. ON WEDNESDAY, MARCH 21, 2001, AT WHICH TIME THE STATE EASTER SEALS REPRESENTATIVES AND THEIR PARENTS WILL BE PRESENTED TO THE GENERAL ASSEMBLY.

The State Easter Seals Representatives, their parents, and members of their party were escorted to the rostrum.

The PRESIDENT then recognized Senator GIESE.

Senator GIESE introduced the following members who escorted the State Easter Seals Representatives and guests:

Senator DRUMMOND and Representative Carnell escorted Joseph C. Floyd, son of Daisy and Carnell Floyd of Greenwood;

Representative Cato escorted Mr. Brian Cooper of Travelers Rest;

Representative Lucas and Senator LEATHERMAN escorted Meghan Johnson, daughter of Susan and Glen Johnson, of Darlington;   Representative Allison and Senator RITCHIE escorted Mrs. Amy Stather of Spartanburg;

Senator ALEXANDER and Representative Martin escorted Taylor Whitman, daughter of Donald and Lyn Whitman, of Townville;

Representative Lourie and Senator GIESE escorted Taylor McEntire, son of Diane McEntire, of Blythewood;

Representative Mack escorted Miss Pamela Linder of Hanahan; and

Representative Cato escorted Miss Harriett Lowe of Columbia, daughter of Rose Lowe, founder of the State Easter Seals Society.

Senator GIESE also recognized Easter Seals Grand Marshal W. C. Hunter, founder of the Buck-a-Cup to Brace-A-Child Campaign fifty years ago; Mr. John Brooks, Chairman, Easter Seals Board of Directors; Lieutenant Garry Rozier, President, and Ms. Alisa Mosley, Executive Director of the S.C. Law Enforcement Officers' Assoc.; and Mr. Thomas L. Sponseller, Executive Director, and Mr. Sammy Ridgeway, State President of the South Carolina Restaurant Association who have worked so hard to make the 2001 Buck-A-Cup Campaign such a success.

The purposes of the Joint Assembly having been accomplished, the PRESIDENT declared it adjourned, whereupon the Senate returned to its Chamber and was called to order by the PRESIDENT.
