The Senate assembled at 11:00 A.M., the hour to which it stood adjourned, and was called to order by the PRESIDENT.
A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Dear Senator McConnell:
Pursuant to Section 8-1-145 of the South Carolina Code, please accept this letter as notice of my intent to resign, effective immediately, from the District 43 seat which I currently hold. By virtue of this code section as well as Section 7-13-190(B), the special election to elect my successor would be held on December 4, 2001, the eighteenth Tuesday after the vacancy occurs.
I would also like to advise you that from the date of my resignation forward, I will no longer participate in any Senate deliberations, including, but not limited to, reapportionment or receive any compensation from the Senate.
It has been an honor and a privilege serving with you and the other members of the Senate during the past thirteen years. While I look forward to new challenges, I will always regard my years in the Senate as some of the very best of my life.

Senator McCONNELL, under the provisions of Rule 43, gave notice of a motion to suspend all or a portion of Rules 1, 37 and 47.
On motion of Senator McCONNELL, with unanimous consent, the Senate agreed that, when the Senate stands adjourned, it stand adjourned to meet tomorrow, August 14, 2001, and Wednesday, August 15, 2001, at 11:00 A.M. in Statewide Sessions under the provisions of Rule 1B subject to the limitations set forth in S. 583, the Sine Die Resolution. Subsequent to the Statewide Sessions under the provisions of Rule 1B, the Senate would stand adjourned to meet on Thursday, August 16, 2001, at 11:00 A.M.
On motion of Senator McCONNELL, with unanimous consent, the Senate agreed that, when the reapportionment bill(s) are received from the House of Representatives, the reapportionment bill(s) will be introduced and referred to the Committee on Judiciary.
On motion of Senator McCONNELL, with unanimous consent, the Senate agreed to waive the 24-hour provisions of Rules 37 and 39 regarding the reapportionment bill(s).
On motion of Senator McCONNELL, with unanimous consent, when the Senate stands adjourned on Wednesday, August 15, 2001, the PRESIDENT Pro Tempore, in consultation with the Senate Majority and Minority Leaders, would determine, if necessary, whether the Senate should meet in Statewide Session under the provisions of Rule 1B on Thursday, August 16, 2001. Absent the necessity for an extension of the provisions of Rule 1B, the Senate would stand adjourned to meet at 11:00 A.M. on Thursday, August 16, 2001.

On motion of Senator LEVENTIS, with unanimous consent, the Senate stood adjourned out of respect to the memory of Mrs. Marge Anderson Ireson of Sumter, S.C., who passed away over the weekend. She was a devoted wife, a loving mother, a true professional in her chosen endeavor, nursing, and a patriot who served her country as an officer in the United States Army Nurse Corps for many years. Mrs. Ireson's nation, her community and her family are better because she passed their way.
At 11:39 A.M., on motion of Senator McCONNELL, the Senate adjourned to meet tomorrow, at 11:00 A.M., pursuant to the provisions of Rule 1B and S. 583, the Sine Die Resolution.
