VERSIONS OF THIS BILL
RECOGNIZING THE EFFORTS OF THE CONSEJO DE DESAROLLA DE PAPALOAPAN IN XALAPA, MEXICO, IN COSPONSORING WITH THE UNIVERSITY OF SOUTH CAROLINA THE FIRST BINATIONAL CONFERENCE ON MIGRATION BETWEEN THE STATES OF VERACRUZ AND SOUTH CAROLINA AND EXTENDING THE GRATITUDE OF THE SOUTH CAROLINA SENATE FOR ITS INVALUABLE ASSISTANCE TO SOUTH CAROLINA IN WELCOMING AND ACCOMMODATING THIS STATE'S GROWING MEXICAN POPULATION.
Whereas, last year the University of South Carolina sponsored a cultural exchange and study tour for Mexican and South Carolina scholars and public officials, including Senator Brad Hutto; and
Whereas, that exchange resulted in agreements between the States of Veracruz and South Carolina to formalize their respective commitments to promote research and foster understanding of the migration processes; and
Whereas, that understanding is vital to the State of South Carolina, whose resident Latino population boasts the sixth highest growth rate in the United States; and
Whereas, the majority of that population originates from the Republic of Mexico and the State of Veracruz; and
Whereas, a March 11-13, 2004, binational conference in Xalapa, Mexico, on migration serves not only to formalize relations between the scholars and public officials of Veracruz and South Carolina, but also to activate their dual commitments to Mexicans who live in South Carolina. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, recognize the efforts of the Consejo de Desarolla de Papaloapan in Xalapa, Mexico, in cosponsoring with the University of South Carolina the first binational conference on migration between the States of Veracruz and South Carolina and extend the gratitude of the South Carolina Senate for its invaluable assistance to South Carolina in welcoming and accommodating this State's growing Mexican population.
Be it further resolved that a copy of this resolution be presented to the Consejo de Desarallo de Papaloapan in Xalapa, Mexico, by South Carolina Senator C. Bradley Hutto.
