TO PROVIDE A NONBINDING REFERENDUM AT THE TIME OF THE 2004 GENERAL ELECTION TO ASCERTAIN THE WISHES OF THE QUALIFIED ELECTORS OF THIS STATE AS TO WHETHER THE COMMISSIONERS OF THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION BE ELECTED BY THE QUALIFIED ELECTORS OF THE DISTRICTS THEY REPRESENT, AND WHETHER THE CHAIRMAN OF THE COMMISSION OF THE DEPARTMENT OF TRANSPORTATION BE APPOINTED BY THE GOVERNOR WITH THE ADVICE AND CONSENT OF THE SENATE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1.
