A CONCURRENT RESOLUTION

TO EXPRESS THE PROFOUND SORROW AND DEEPEST SYMPATHY OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY TO THE FAMILY AND MANY FRIENDS OF ONE OF SOUTH CAROLINA'S MOST PROMINENT ATTORNEYS, JAMES C. "JIM" ANDERS, UPON HIS DEATH ON MARCH 6, 2004.

Whereas, the members of the South Carolina General Assembly were deeply saddened to learn of the death on Saturday, March 6, 2004, of James "Jim" Anders of Columbia; and

Whereas, he was born in Greenville, the son of Louise Williams Anders and the late James Anders, and after moving to Greenwood at an early age, he became an avid boy scout and achieved the preeminent rank of Eagle Scout; and

Whereas, after graduating from Greenwood High School, he attended the University of South Carolina where he was a member of Kappa Alpha Fraternity and where he earned his Juris Doctorate degree in 1967; and

Whereas, after serving his country with honor in the United States Army from 1967 through 1968, he became a well respected officer in the United States Naval JAG Corps Reserve, serving from 1968 through 1978; and

Whereas, he served as Assistant Attorney General until 1970 when he entered private practice, and in 1974 he began his distinguished career as Solicitor for the Fifth Judicial Circuit after handily defeating a longtime, well-known incumbent; and

Whereas, he was reelected as Solicitor three times, serving Richland and Kershaw Counties from 1974 until 1991, as a passionate protector of the public, never hesitating to take a hard line in every criminal case; and

Whereas, he was known for revolutionizing the prosecution of criminal cases by bringing twentieth century investigative and forensic prosecution to the Solicitors Office, creating a formidable staff of professional investigators, and converting the Solicitor's Office from part-time prosecutors into a full-time staff; and

Whereas, throughout his legal career Jim Anders was a mentor of extraordinary measure who took great pride and pleasure in tutoring his stable of young lawyers, many of whom have gone on to become some of South Carolina's brightest criminal attorneys and great legal minds, astute political leaders, and dedicated public servants; and

Whereas, after leaving public life in 1991, his private practice steadily grew, and in 1996 he opened his own firm, which recently moved into a charming Charleston-style downtown office building developed by Mr. Anders; and

Whereas, in spite of his demanding legal career, he found time for family, friends, and activities he enjoyed; he was a mason in Masonic Lodge #326, an avid outdoorsman, and a beloved son, husband, father, and grandfather; and

Whereas, the members of the General Assembly extend their deepest sympathy to his wife, Clair Parker Anders, his mother, Louise Williams Anders, and his children and grandchildren; and

Whereas, it is proper and fitting that the members of the South Carolina General Assembly pause in their deliberations to recognize the passing of one of South Carolina's most distinguished native sons. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, express their profound sorrow and deepest sympathy to the family and many friends of one of South Carolina's most prominent attorneys, James C. "Jim" Anders, upon his death on March 6, 2004.

Be it further resolved that a copy of this resolution be provided to Clair Parker Anders.
