TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SENATE OF THE STATE OF SOUTH CAROLINA ON THE DEATH OF WALTER S. RICHBOURG OF MANNING AND TO EXTEND THEIR DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the South Carolina Senate are deeply saddened to learn of the death of Walter Scott Richbourg of Manning at the age of eighty-eight on Friday, April 2, 2004, in Palmetto Baptist Hospital in Columbia; and

Whereas, born September 14, 1915, in the Foreston community of Clarendon County, Mr. Richbourg was the beloved husband of the late Rubye D. Ridgeway Richbourg and the son of the late Benjamin Franklin and Carrie Lou Holladay Richbourg; and

Whereas, he was the proud father to a daughter, Peggy Sue, who married Ellis Lane and together gave Mr. Richbourg two granddaughters, Susan Adelle Lane and Carrie Anna Lane, whom he adored; and

Whereas, Mr. Richbourg, who was known to many as "Mr. Walter", contributed to his community in many ways throughout his lifetime spent in his native Manning; and

Whereas, his life's work was farming but he also served as auditor of Clarendon County for thirty years until his retirement on June 30, 1987; and

Whereas, after retiring, Mr. Richbourg was elected to the Clarendon County Council in June of 1989 and served on the Council until December 31, 1993, completing over three decades of public service to the citizens of Clarendon County; and

Whereas, he was also a member of St. Peter's Masonic Lodge, the American Legion Williams-Burgess Post 68, and was a United States Army veteran of World War II; and

Whereas, Mr. Richbourg was a faithful and active member of Liberty Freewill Baptist Church; and

Whereas, Mr. Richbourg was preceded in death by his brothers, Joe, Flagler, John, and Laford Richbourg, and his sisters, Frankie Ridgeway, Irene Haley, Addie Mae Holladay, and Louise Ardis; and

Whereas, funeral services honoring and celebrating his life were held on Sunday, April 4, 2004, in the chapel of Stephens Funeral Home with the Reverend Walter Minor officiating and burial in the Manning Cemetery; and

Whereas, "Mr. Walter" was a well-known and loved member of the Manning community, and the South Carolina Senate is proud to honor the many contributions that he made to his community, the State, and Nation over the past eighty-eight years. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate of the State of South Carolina, by this resolution, express their profound sorrow on the death of Walter S. Richbourg of Manning and extend their deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to the family of Mr. Walter S. Richbourg.
