A CONCURRENT RESOLUTION

TO EXPRESS THE PROFOUND SORROW OF THE GENERAL ASSEMBLY UPON THE DEATH OF HENRY RUFUS CAUGHMAN, JR., OF ORANGEBURG COUNTY, TUESDAY, DECEMBER 23, 2003, AND TO CONVEY THE DEEPEST SYMPATHY TO HIS FAMILY AND MANY FRIENDS.

Whereas, the members of the General Assembly were deeply saddened by the death of Henry Rufus Caughman, Jr., of North, at the age of seventy-eight; and

Whereas, born in Springfield, Mr. Caughman was the son of the late Henry Rufus and Julia Mae Livingston Caughman; and

Whereas, a 1942 graduate of Springfield High School and a 1949 graduate of the University of South Carolina with a degree in Civil Engineering, Mr. Caughman also served in the Navy during World War II; and

Whereas, joining the highway department in February 1950, Mr. Caughman worked throughout the State in Greenwood, Laurens, and Orangeburg, serving as a resident construction engineer at Bamberg from 1951-1952; and

Whereas, in 1960, Mr. Caughman moved to Charleston County where he was involved in the construction of Interstate 26; and

Whereas, in February 1965, Mr. Caughman was named assistant construction engineer and moved to Columbia, and ten years later he became state construction engineer; and

Whereas, becoming the state highway engineer in 1976, Mr. Caughman took the number two position in the department's engineering division that plans, builds, and maintains nearly 40,000 miles of state roads; and

Whereas, after retiring from the State in 1983, Mr. Caughman went to work for Ralph Whitehead and Associates, a private consulting firm, for another decade, finally retiring in 1993; and

Whereas, retirement was short-lived for Mr. Caughman as he joined the newly formed County Transportation Committee whose job was to determine how state road-paving funds coming from the state gasoline tax would be spent in the county; and

Whereas, even after all the committee members left for various reasons in 1997, Mr. Caughman single-handedly stayed on in an effort to ensure the committee's continuity, and as chairman, he frequently visited every proposed road-paving site in the county; and

Whereas, in addition to his work in engineering, Mr. Caughman was a founding member of the Bull Swamp Rural Water Company and a member of the North United Methodist Church; and

Whereas, dedicating his entire life to serving the State of South Carolina, Mr. Caughman was an excellent engineer and his work can be seen throughout the Palmetto State; and

Whereas, predeceased by his wife Betty Childress Caughman and a grandson, Charles Dustin Jeffcoat, Mr. Caughman is survived by three daughters, Trina C. Linder of Swansea, Julia C. Jones of Conway, and Elizabeth Caughman-Payne of Abbeville, a son, Henry R. Caughman III of Cartersville, Georgia, ten grandchildren, and three great-grandchildren; and

Whereas, Henry Rufus Caughman has been an inspiration and a dedicated citizen of South Carolina and his presence will be sorely missed by those across the State. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly express their profound sorrow upon the death of Henry Rufus Caughman, Jr., of Orangeburg County, Tuesday, December 23, 2003, and convey the deepest sympathy to his family and many friends.

Be it further resolved that a copy of this resolution be forwarded to Mr. Caughman's family.
