A SENATE RESOLUTION

TO HONOR AND CONGRATULATE JAMES W. DUKE, CHIEF OF ENGINEERING FOR THE SOUTH CAROLINA DEPARTMENT OF NATURAL RESOURCES, UPON HIS RETIREMENT AFTER THIRTY-NINE YEARS OF SERVICE AND TO EXTEND BEST WISHES TO HIM IN ALL OF HIS FUTURE ENDEAVORS.

Whereas, to serve the State of South Carolina is a commendable and honorable service, and protection of our natural resources is one of utmost importance; and

Whereas, James W. Duke has provided over thirty-nine years of dedicated public service to South Carolina citizens and his work with the Department of Natural Resources has been widely noted throughout the State; and

Whereas, a 1962 graduate from Kingstree High School, Mr. Duke attended Spartanburg Junior College and began his career in public service in 1963 with the Kingstree Highway Department; and

Whereas, married to Sharon DuBose since 1963, Mr. Duke has two daughters, Amanda Duke Walsh and Susan Duke White, and three grandchildren, Andrew Duke, and Noah and Michael Walsh; and

Whereas, joining the United States Department of Agriculture in 1965, Mr. Duke began working with the Soil Conservation Service and in 1966 went to work for the South Carolina Water Resources Commission; and

Whereas, in 1979 Mr. Duke moved to the South Carolina Department of Natural Resources and has devoted many years of service to the South Carolina General Assembly by providing their constituency adequate and safe boating access to South Carolina's many waterways from the mountains to the coast; and

Whereas, over the past thirty-nine years, Mr. Duke has developed almost one hundred acquisitions, designs, and construction initiatives for boating access sites across South Carolina and is responsible for renovating over one hundred fifty access sites to acceptable standards; and

Whereas, a founding and charter member of the States Organization of Boating Access (SOBA), a national organization with representatives from all fifty states, Mr. Duke has served as president and vice-president of SOBA and has developed national construction standards for boat ramps; and

Whereas, in addition to developing national guidelines for boating facilities to meet compliance standards with the Americans with Disabilities Act, Mr. Duke has also developed state guidelines and specifications for the design and construction of public boating access facilities throughout South Carolina; and

Whereas, working with Congress to ensure federal funding for boating access, Mr. Duke was able to integrate the federal funding into the state funding system, and today these funds are a significant part of the funding formula to provide public boating access; and

Whereas, after conducting a Boating Needs Assessment to determine the structural needs and economic effects of boating to the Palmetto State, Mr. Duke was able to provide a prioritization schedule for the future development of safe, new boating facilities; and

Whereas, an avid boater, James Duke and his family enjoy boating on the lakes, rivers, and coastal waterways throughout the Palmetto State, and his family has strongly supported his mission to the public and the State of South Carolina for the past thirty-nine years. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate of the State of South Carolina, by this resolution, honor and congratulate James W. Duke, Chief of Engineering for the South Carolina Department of Natural Resources, upon his retirement after thirty-nine years of service and extend best wishes to him in all of his future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Mr. James W. Duke.
