A BILL

TO AMEND ACT 200 OF 2002, RELATING TO THE ENACTMENT AND FUNDING PROVISIONS OF THE SOUTH CAROLINA CONSERVATION BANK ACT, SO AS TO POSTPONE FROM JULY 1, 2003, UNTIL JULY 1, 2005, THE CREDITING OF TWENTY-FIVE CENTS OF THE ONE DOLLAR THIRTY-CENTS STATE DEED RECORDING FEE TO THE SOUTH CAROLINA CONSERVATION BANK TRUST FUND AND TO DELETE AN EFFECTIVE DATE PROVISION MADE OBSOLETE BY THIS AMENDMENT.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    A.    Section 3 of Act 200 of 2002 is amended to read:

"Section 3.    Notwithstanding the provisions of Section 12-24-90(B)(3) of the 1976 Code, effective July 1, 2003 2005, twenty-five cents of the one dollar thirty-cents state deed recording fee must be credited to the South Carolina Conservation Bank Trust Fund."

B.    Act 200 of 2002 is amended by deleting Section 4 which reads:

"SECTION    4.    Notwithstanding the effective date provided in Section 3 of this act on which begins the transfer of a portion of the state deed recording fee to the South Carolina Conservation Bank Trust Fund, such transfers do not begin until July 1, 2004."

SECTION    2.    This act takes effect upon approval by the Governor.
