A JOINT RESOLUTION

TO AUTHORIZE THE SOUTH CAROLINA STATE PORTS AUTHORITY TO PROCEED WITH THE PERMITTING AND DEVELOPMENT OF A MARINE CARGO TERMINAL ON THE SOUTHERN END OF THE FORMER CHARLESTON NAVAL BASE, AND TO ENCOURAGE THE EXPEDITIOUS ISSUE OF NECESSARY PERMITS TOWARD THAT END.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The South Carolina State Ports Authority, acting at the direction of the South Carolina General Assembly, has conducted a careful review of the sites on the west bank of the Cooper River; and the authority has concluded that the southern end of the Charleston Naval Base offers the largest amount of land and capacity, is the most accessible by land and water, and appears to result in the least amount of environmental impact as a result of terminal construction.

SECTION    2.    (A)    The Charleston Legislative Delegation Port Ad Hoc Committee, the Charleston Legislative Delegation, and the South Carolina General Assembly, through this Joint Resolution, recognize that the South Carolina State Ports Authority has conducted the required evaluation process in a manner that is comprehensive, fair, and open to all sites available on the west bank of the Cooper River.

(B)    Further, the State Ports Authority is hereby authorized to proceed with the permitting and development of a marine cargo terminal on those properties at the southern end of the former Charleston Naval Base which, at this time, are undeveloped and not encumbered by a lease.

(C)    Finally, the Charleston Legislative Delegation Port Ad Hoc Committee, the Charleston Legislative Delegation, and the South Carolina General Assembly support the expeditious issuance of all necessary permits to the State Ports Authority to construct a marine cargo terminal on those properties at the southern end of the former Charleston Naval Base which, at this time, are undeveloped and not encumbered by a lease.

SECTION    3.    This joint resolution takes effect upon approval by the Governor.
