A HOUSE RESOLUTION

CONGRATULATING, HONORING, AND RECOGNIZING JUDGE WILLIAM J. MCLEOD, ONE OF SOUTH CAROLINA'S MOST DISTINGUISHED JUDGES, UPON HIS ARRIVING AT THE AGE OF FOUR SCORE AND FIVE YEARS, AND FOR HIS OUTSTANDING ACHIEVEMENTS AND CONTRIBUTIONS AND HIS DEDICATED AND DISTINGUISHED LEADERSHIP SERVICE TO THE CITY AND COUNTY OF DILLON, THE STATE OF SOUTH CAROLINA, AND THE UNITED STATES OF AMERICA.

Whereas, Judge William J. McLeod of Dillon, one of South Carolina's most distinguished judges, celebrated high eighty-fifth birthday on March 24, 2004, having been born on March 24, 1919, in Timmonsville, Florence County, South Carolina, the son of Dr. William Rogers McLeod and Ellen Byrd McLeod; and

Whereas, William James McLeod graduated from Timmonsville High School in 1936; attended Furman University from 1936 to 1939; graduated from the University of South Carolina Law School in 1942; and was admitted to the South Carolina Bar in 1942; and

Whereas, during World War II, Bill McLeod entered the United States Marine Corps in April 1942, served in the Pacific Theatre of Operations, was awarded two battle stars, and was discharged as a captain in January 1946. Captain McLeod continued his military career through service in the South Carolina National Guard and was recalled to active duty with the 228th AAA Group from 1950 to 1952. He served as president of the South Carolina National Guard Association in 1962-1963; and in due course was promoted to the rank of Brigadier General, South Carolina National Guard (Retired); and

Whereas, in 1946, Bill McLeod entered the general practice of law in Dillon and became a leading citizen and pillar of the community, serving as president of the Dillon Lions Club, chairman of the Dillon County Board of Education, trustee and treasurer of the Dunbar Memorial Library, advisory board member of Saint Eugene Community Hospital, district chairman of the Boy Scouts of America, and president of the Clan McLeod Society of the Carolinas; and

Whereas, Bill McLeod was elected to the House of Representatives from Dillon County in 1966 and served with distinction for twelve years until 1978, having served as vice chair of the Ways and Means Committee, and as a member of both the State Reorganization Commission and the State House Committee; and

Whereas, his outstanding judicial career included service as a municipal judge/recorder of the Municipal Court of the City of Dillon, 1953-1961; as a family court judge of the Family Court of the Fourth Judicial Circuit, 1978-1989, during which time he served a term as president of the South Carolina Family Court Judges Association as a special circuit judge of the Circuit Court of South Carolina on an extensive number of occasions, and as an acting associate justice on the Supreme Court of South Carolina; and

Whereas, Judge McLeod has been a noted churchman at Main Street United Methodist Church of Dillon, having served as chairman of the official board, superintendent of the church school, and as a certified lay speaker; and

Whereas, this distinguished South Carolina jurist, on April 24, 1948, married Sara Alice Carmichael of Hamer in Dillon County, and this union has been blessed with two children, William J. McLeod, Jr., and Martha McLeod Johnston; and

Whereas, William J. McLeod has been an outstanding lawyer, legislator, civic leader, jurist, and military leader. He has brought honor and credit to his city, county, state, and nation, and we are delighted to have the opportunity to recognize him on his eighty-fifth birthday which is being celebrated with a reception in his honor on Saturday, March 27, 2004, in Dillon. Now, therefore,

Be it resolved by the House of Representatives:

That the House of Representatives of the State of South Carolina, by this resolution congratulate, honor, and recognize Judge William J. McLeod, one of South Carolina's most distinguished judges, upon his arriving at the age of four score and five years, and for his outstanding achievements and contributions and his dedicated and distinguished leadership service to the City and County of Dillon, the State Of South Carolina, and the United States of America.

Be it further resolved that a copy of this resolution be forwarded to Judge William J. McLeod.
