A CONCURRENT RESOLUTION

TO COMMEND MR. JOEY R. PRESTON, ANDERSON COUNTY ADMINISTRATOR, FOR HIS OUTSTANDING SUCCESS AS A COUNTY ADMINISTRATOR, VALUABLE ASSISTANCE AND ADVICE HE HAS GIVEN THE LEGISLATIVE BLACK CAUCUS IN THE AREA OF ECONOMIC DEVELOPMENT, AND FOR BEING ONE OF THE MOST INNOVATIVE AND EFFECTIVE LOCAL GOVERNMENT OFFICIALS IN SOUTH CAROLINA.

Whereas, Joey R. Preston is one of the most capable local government officials in South Carolina and since August 1996, he has held the position of Anderson County Administrator with the responsibility for the overall operation and daily management of Anderson County government; and

Whereas, he earned a B.A. degree in Political Science and Psychology in 1986 from the University of North Carolina at Charlotte. He is a 2001 graduate of the John F. Kennedy School of Government at Harvard University, and he has participated in M.P.A. graduate studies at both Clemson University and the University of South Carolina; and

Whereas, under his leadership, Anderson County has been recognized two years in a row by the South Carolina Association of Counties as the winner of the J. Mitchell Graham Award which recognizes excellence in governmental performance. Until this year, no South Carolina county had ever won the J. Mitchell Graham Award two years in a row. He was also instrumental in helping Anderson County win the "All-America City Award", and this annual prestigious recognition is only given to ten communities nationwide where the government, private, and nonprofit sectors have worked together to solve problems; and

Whereas, Joey Preston in his own right is an effective and personable civic and community leader who has been honored by many organizations for his community involvement. Some of the honors and awards include: City and County Magazine's Leader of the Year, 2002; South Carolina Chapter of the American Planning Association's Planning Advocate of the Year, 2002; Salvation Army's Volunteer of the Year, 2001; Anderson Independent Publishing Company's Pointing the Way Leadership Award, 1999; Kappa Alpha Psi's Outstanding Contributions to Community Services Award, 2001; and Rotarian of the Year, 1993, 1994, 1995, and 1996; and

Whereas, he hosted the first South Carolina Legislative Black Caucus Economic Development Conference in Anderson County in August, 2003. This conference proved to be very successful in identifying methods to improve the I-95 corridor based on the successes experienced along the I-85 corridor; and

Whereas, he is married to the former Barbara Bennett of York and they have two sons, Will age nine and Jack age four; and

Whereas, the members of the General Assembly, by this resolution, would like to recognize this truly outstanding county administrator for all he has accomplished for Anderson County and the other communities he has served and for his contributions in many other capacities to his community, State, and nation. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly commend Mr. Joey R. Preston, Anderson County Administrator, for his outstanding success as a county administrator and for being one of the most innovative and effective local government officials in South Carolina.

Be it further resolved that a copy of this resolution be forwarded to Mr. Joey R. Preston.
