VERSIONS OF THIS BILL
TO COMMEND THOSE AGENCIES AND MEMBERS OF THE PUBLIC ENGAGED IN THE PRESERVATION OF SOUTH CAROLINA'S HISTORIC CEMETERIES AND ARCHAEOLOGICAL SITES AND TO CONDEMN THOSE WHO VANDALIZE AND LOOT THE SAME FOR PROFIT.
Whereas, pursuant to Section 27-43-10 et seq. of the Code of Laws of South Carolina, 1976, cemeteries in South Carolina are deemed worthy of protection; and
Whereas, pursuant to Section 60-13-210 of the Code of Laws of South Carolina, 1976, archaeological sites in South Carolina are deemed worthy of study and inventory; and
Whereas, the South Carolina Institute of Archaeology and Anthropology and the South Carolina Department of Archives and History are actively engaged in the protection of historic cemeteries and archaeological sites; and
Whereas, over one hundred queries per year are received by these organizations from the public requesting assistance in the protection of historic cemeteries and archaeological sites; and
Whereas, human remains, artifacts, burial goods, and tombstones have been looted from South Carolina sites and in some cases placed for sale at auction, most notably and recently on the national eBay on-line auction service; and
Whereas, the most recent attempted sale of historic human remains and artifacts looted from Beaufort, South Carolina, was thwarted by the teamwork of the South Carolina Institute of Archaeology and Anthropology, the State Law Enforcement Division, and private citizens; and
Whereas, conferences are held out-of-state specifically targeting South Carolina as a looter's destination due to the richness of our shared historic past ensuring that attacks on these cultural resources will continue. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the South Carolina General Assembly, by this resolution, commends those agencies and members of the public engaged in the preservation of South Carolina's historic cemeteries and archaeological sites and strongly condemns those who vandalize and loot for profit.
Be it further resolved that a copy of this resolution be forwarded to the Director of the South Carolina Institute of Archaeology and Anthropology, the Director of the South Carolina Department of Archives and History, and the Director of the State Law Enforcement Division.
