Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr. as follows:

Our thought for the day is from Joel 2:26: "You shall eat in plenty and be satisfied, and praise the name of the Lord Your God, who has dealt wondrously with you. And my people shall never again be put to shame."
Let us pray. We give You thanks for all Your creation, the earth, sea and all creatures. Provide us with courage, wisdom and the will to do the right thing for the people of this State and for generations to come. May these Your people bring forth its unique gifts, that as we work with others in true partnership for the good of all. Hear us Good Lord. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

MOTION ADOPTED

Rep. MCLEOD moved that when the House adjourns, it adjourn in memory of Mullins McLeod of Walterboro, which was agreed to.

SILENT PRAYER

The House stood in silent prayer for Coach Al Usher of Pageland who was critically injured in an automobile accident.

Johnson, and other school officials at a date and time to be determined by the Speaker, for the purpose of being recognized and congratulated on winning the NCAA Division II National Lacrosse Championship for 2002.

Whereas, John W. "Bill" Riser served in the South Carolina House of Representatives for ten years representing House District No. 69 in Lexington County; and

Whereas, his election to that position followed an illustrious and successful career with the Clemson University Extension Agency; and

Whereas, he made use of his training in agriculture, his love of nature, and his natural geniality to become a media name instantly associated with agriculture and gardening, both as a columnist for THE STATE and as host of WIS-TV's "Early Riser Show"; and

Whereas, the Clemson University graduate and basketball great has made numerous contributions to his community and his church, being active in the Jaycees and Lions Clubs, and serving as Deacon of the Saluda Baptist Church; and

Whereas, his active and happy life always includes his loving wife, the former Peggy Ann Gwinn, and their three children, Deborah Ann, Karen Leah, and John William, Jr.; and

Whereas, his tenure in the House most recently included his effective membership on the critical Ways and Means Committee and on the budget subcommittee for Higher Education, TECH, and Cultural and his vital chairmanship of the legislative Personnel and Benefits Subcommittee. He was also a member of the Agriculture, Natural Resources and Environmental Affairs Committee for four years; and

Whereas, Bill Riser's departure from the floor of the House of Representatives can in no way herald his retirement from public service. This perpetual public servant will simply find another way to contribute to the State he loves. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina House of Representatives hereby extend sincerest gratitude to our former colleague, John W. "Bill" Riser, for his decade of dedicated service to House District No. 69 in Lexington County and the State of South Carolina, and wish for

The Agriculture, Natural Resources and Environmental Affairs Committee proposed the following Amendment No. 1 (Doc Name COUNCIL\SWB\5174DJC03):
Amend the bill, as and if amended, by striking Section 1 and inserting:
/   SECTION   1.   Section 50-11-310(E) of the 1976 Code, as last amended by Act 387 of 2000, is further amended to read:

"(E)   Notwithstanding any other provision of law, it is not unlawful to hunt deer on Sunday on private land in Game Zone 4 this State during the prescribed season for hunting deer." /
When amended Section 1 shall read:
/   SECTION   1.   Section 50-11-310(E) of the 1976 Code, as last amended by Act 387 of 2000, is further amended to read:

"(E)   Notwithstanding any other provision of law, it is not unlawful to hunt deer on Sunday on private land in Game Zone 4 this State during the prescribed season for hunting deer." /
