To whom was referred a Joint Resolution (S. 1085) to provide that the Commission on Indigent Defense may transfer unspent funds from carry-forward moneys from the last fiscal year to the Office of Appellate Defense to help offset that agency's, etc., respectfully

EXPLANATION OF IMPACT:
Enactment would have no impact on the General Fund of the State. The bill would allow the Commission on Indigent Defense to make a one-time transfer of up to $105,000 in carry-forward funds to the Office of Appellate Defense.

TO PROVIDE THAT THE COMMISSION ON INDIGENT DEFENSE MAY TRANSFER UNSPENT FUNDS FROM CARRY-FORWARD MONEYS FROM THE LAST FISCAL YEAR TO THE OFFICE OF APPELLATE DEFENSE TO HELP OFFSET THAT AGENCY'S BUDGET REDUCTIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Authority is hereby granted to the Commission on Indigent Defense to transfer a sum of up to one hundred five thousand dollars from unspent carry-forward funds from the last fiscal year to the Office of Appellate Defense to help the Office of Appellate Defense offset its budget reductions.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
