TO ESTABLISH A WORLD LANGUAGE INSTRUCTION COMMITTEE TO STUDY AND MAKE RECOMMENDATIONS FOR DETERMINING STANDARDS AND METHODS TO IMPLEMENT CERTAIN WORLD LANGUAGE INSTRUCTION NOT TAUGHT IN A PARTICULAR PUBLIC SCHOOL AND TO ALLOW FOR CREDIT TOWARDS HIGH SCHOOL GRADUATION.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. A World Language Instruction Committee is created to develop a plan that provides public school pupils with opportunities for instruction in a wide variety of languages. The committee consists of nine members as follows:
(1) three members appointed by the Superintendent of Education, one of whom must be designated as chairman;
(2) two members appointed by the chairman of the House Education and Public Works Committee;
(3) two members appointed by the chairman of the Senate Education Committee;
(4) one member appointed by the chairman of the Commission on Higher Education; and
(5) one member appointed by the chairman of the Educational Television Commission.
SECTION 2. Appointments must be made within thirty days after the effective date of this joint resolution. Vacancies in the membership of the committee must be filled in the same manner as the original appointments. Members of the committee serve without compensation.
SECTION 3. The committee shall consider and incorporate proposals including but not limited to:
(1) the development of recorded lectures and online classes through the Department of Education and the Educational Television Commission;
(2) instruction in world languages provided by qualified entities other than public school districts;
(3) procedures for a local school district working with another entity to provide world language instruction to a resident pupil of that district;
(4) the identification of statewide proficiency standards by the Department of Education for elective credit towards graduation for courses in world languages taken outside the public school system;
(5) estimate of the cost of the plan for the state and local districts; and
(6) implementation of the plan as a statewide or a pilot program.
SECTION 4. The Department of Education shall provide staff and related support services to the committee.
SECTION 5. The committee shall convene within thirty days after the appointment of its members and shall submit its plan to the General Assembly not later than eight months after the effective date of this joint resolution. Further actions by the General Assembly are necessary for implementation and must be contingent upon funding.
SECTION 6. This joint resolution takes effect upon approval by the Governor.
