A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 23-9-185 SO AS TO PROVIDE CERTAIN INSTANCES IN WHICH DEAD BOLT LOCKS REQUIRING A KEY FOR OPERATION ON BOTH SIDES MAY BE USED ON EXIT DOORS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    The 1976 Code is amended by adding:

"Section 23-9-185.    Notwithstanding another provision of law including applicable building codes, dead bolt locks requiring a key for operation on both sides may be used on an exit door where there is:

(1)    a locking device that has a key that can be removed when the door is locked from the inside;

(2)    a window within easy access to the lock or glass in the door; and

(3)    no other accessible exit."

SECTION    2.    This act takes effect upon approval by the Governor.
