A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 23-6-431 SO AS TO PROVIDE FOR FUNDING OF LAW ENFORCEMENT TRAINING COSTS AT THE CRIMINAL JUSTICE ACADEMY FROM THE SOUTH CAROLINA EDUCATION LOTTERY ACCOUNT AND TO PROVIDE ELIGIBILITY REQUIREMENTS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 9, Chapter 6, Title 23 of the 1976 Code is amended by adding:

"Section 23-6-431.    (A)    A person who attends the central law enforcement training facility, known as the Criminal Justice Academy, as provided in Section 23-6-410 for mandatory law enforcement training and who meets the requirements of this section, shall have full tuition and other costs of his training paid to the South Carolina Department of Public Safety, Division of Training and Continuing Education, from the South Carolina Education Lottery Account.

(B)    To qualify, a person must be:

(1)    the recipient of a minimum of six college credits through an articulation agreement between an accredited institution of higher learning and the Criminal Justice Academy for the basic training he received;

(2)    a law enforcement officer as provided by Section 23-6-430 or a person who has been hired by a governmental entity or public law enforcement agency, and who successfully has completed his training requirements and received certification as provided in Section 23-6-450 and appropriate regulations; and

(3)    the guarantor of repayment of the advanced tuition and costs to the South Carolina Education Lottery if he fails to remain with the hiring agency for at least two years after completion of the law enforcement training at the Criminal Justice Academy."

SECTION    2.    This act takes effect upon approval by the Governor.
