To whom was referred a Bill (H. 3035) to amend Section 44-76-30, Code of Laws of South Carolina, 1976, relating to various training and use requirements for persons designated as automated external defibrillator users, etc., respectfully

EXPLANATION OF IMPACT:
The department indicates there would be some staff time involved in reviewing the various AED courses to insure they meet the requirements of the national standard. The staff would also need to be available to provide information upon request on AED issues. The additional workload could be absorbed by existing personnel.

TO AMEND SECTION 44-76-30, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO VARIOUS TRAINING AND USE REQUIREMENTS FOR PERSONS DESIGNATED AS AUTOMATED EXTERNAL DEFIBRILLATOR USERS (AED), SO AS TO PROVIDE THE TRAINING REQUIRED INCLUDES A TRAINING COURSE APPROVED BY THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 44-76-30(A)(1) of the 1976 Code, as added by Act 34 of 1999, is amended to read:
"(1) require its designated AED users to have current training in cardio pulmonary resuscitation (CPR) and AED use by the American Heart Association, American Red Cross, or National Safety Council, or a course approved by the Department of Health and Environmental Control;"
SECTION 2. This act takes effect upon approval by the Governor.
