A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-18-520 SO AS TO PROVIDE THAT IN ALLOCATING THE USE OF ADDITIONAL FUNDING TO ASSIST UNDER-PERFORMING STUDENTS AS DETERMINED UNDER THE EDUCATION ACCOUNTABILITY ACT, SCHOOL DISTRICTS SHALL ALLOCATE AT LEAST TWENTY-FIVE PERCENT OF THESE FUNDS TO INFRASTRUCTURE RESOURCES DESIGNED TO HELP THESE STUDENTS INCLUDING, BUT NOT LIMITED TO, INVESTMENTS IN NEW OR UPGRADED COMPUTERS, COMPUTER SOFTWARE, AND ACCESS TO ELECTRONIC OR AUDIO VISUAL PROGRAMS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 5, Chapter 18, Title 59 of the 1976 Code is amended by adding:

"Section 59-18-520.    In allocating the use of additional funding to assist under-performing students as determined under the Education Accountability Act, school districts shall allocate at least twenty-five percent of these funds to infrastructure resources designed to help these students including, but not limited to, investments in new or upgraded computers, computer software, and access to electronic or audio visual programs."

SECTION    2.    This act takes effect upon approval by the Governor.
