TO DIRECT THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL TO CEASE ISSUING NEW AMBULANCE LICENSES UNTIL THE DEPARTMENT HAS THE NECESSARY PERSONNEL TO ENFORCE EXISTING LICENSURE REQUIREMENTS AND TO PROVIDE LICENSURE RENEWAL REQUIREMENTS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Notwithstanding any other provision of law, the Department of Health and Environmental Control shall cease issuing new ambulance licenses until the department has the necessary personnel to enforce existing licensure requirements. Upon renewal of an ambulance license that is in existence on the effective date of this joint resolution, the requirements that the licensee must satisfy include, but are not limited to, the following:
(1) have a business location out of which the applicant will operate the ambulance service and this business location must not be located on or in residential property;
(2) maintain dispatch and ambulance personnel at the business location during hours of operation;
(3) provide evidence, satisfactory to the department, of having one million dollars in liability insurance coverage and one million dollars in medical malpractice insurance;
(4) meet all ambulance safety and certification requirements established by the department in regulation.
SECTION 2. This joint resolution takes effect upon approval by the Governor.
