TO RECOGNIZE AND COMMEND LOUISE GARVIN HOPKINS FOR HER DEDICATED SERVICE TO HAMPTON COUNTY AND FOR HER ROLE AS A FOSTER CARE MOTHER AND TO EXTEND BEST WISHES TO HER IN THE FUTURE.
Whereas, undertaking the responsibilities of raising children placed in the foster care system is a noble and selfless act, and these individuals are held in the highest esteem in South Carolina; and
Whereas, born in Hampton County on November 22, 1941, Louise Garvin Hopkins has a long history of service to her local community and her fellow man evidenced by her service on the Hampton County Council and then as a foster care mother for one hundred thirty-four children; and
Whereas, after graduating from Benedict College in Columbia in 1965 with a Bachelor of Science Degree in Biology Education, she married John Thomas Hopkins and together they have four children: Schwann Hopkins Scott, Rosie Latica Hopkins, Xavery LaTrell Hopkins, and John Thomas Hopkins, Jr.; and
Whereas, Ms. Hopkins instilled the importance of a good education in her children with Rosie and Xavery earning Master of Public Health degrees, Schwann earning a Bachelor of Arts degree, and John earning a Master in Business Administration degree; and
Whereas, in the fall of 1990, three years after her husband's death and having raised her own children to adulthood, Ms. Hopkins made the decision to become a foster mother in Hampton County ultimately taking one hundred thirty-four children into her home over the last fourteen years and adopting three additional children, Della Dawkins, Crystal Garvin, and Bridget Stapf-Padgett; and
Whereas, despite the overwhelming responsibilities of being a foster mother, Ms. Hopkins has graciously welcomed children into her home and cared for them as if they were her own, giving them unconditional love and affection, fostering their growth, and never expecting anything less than the best; and
Whereas, Ms. Hopkins, determined to give back to the community where she was raised, also served two terms on Hampton County Council and served as the Vice-Chairman for four years; and
Whereas, the South Carolina House of Representatives is extremely fortunate to have such a devoted mother as Louise Garvin Hopkins, and her service and unwavering dedication to the foster care system over the past fourteen years is unparalleled. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and commend Louise Garvin Hopkins for her dedicated service to Hampton County and for her role as a foster care mother and extend best wishes to her in the future.
Be it further resolved that a copy of this resolution be forwarded to Ms. Louise Garvin Hopkins of Hampton County.
