The Senate assembled at 12:00 Noon, the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by Senator LEVENTIS.

The PRESIDENT called for Petitions, Memorials, Presentments of Grand Juries and such like papers.

MOTION ADOPTED

On behalf of the PRESIDENT Pro Tempore, Senator COURSON asked unanimous consent to make a motion that the Senate convene today solely for the purpose of the introduction of new Bills and Resolutions and upon conclusion of the introductions that the Senate adjourn pursuant to Rule 1 to reconvene tomorrow at 2:00 p.m.

MOTION ADOPTED

On motion of Senator SETZLER, with unanimous consent, the deadline for adding co-sponsors to legislation introduced today was extended until Thursday, January 29, 2004.

PRESIDENTIAL PRIMARY ELECTION, OR PARTISAN ADVISORY REFERENDUM UNLESS THE PERSON HAS REGISTERED AS BEING A MEMBER OF THAT PARTY OR HAS EXECUTED AN AFFIDAVIT AT THE POLLING PLACE FOR THE PRIMARY THAT HE IS A MEMBER OF THAT PARTY; TO AMEND SECTION 7-5-170, AS AMENDED, RELATING TO THE REQUIREMENTS FOR VOTER REGISTRATION, SO AS TO PROVIDE THE REQUIREMENT OF STATING POLITICAL PARTY AFFILIATION, IF ANY, ON THE FORM AND INCLUDING IT IN THE OATH; AND TO AMEND SECTION 7-9-20 RELATING TO THE QUALIFICATIONS FOR VOTING IN PRIMARY ELECTIONS, SO AS TO INCLUDE, AS A REQUIREMENT, REGISTERING AS A MEMBER OF THE PARTY OR EXECUTING AN AFFIDAVIT AT THE PRIMARY POLLING PLACE AFFIRMING THAT THE VOTER IS A MEMBER OF THE POLITICAL PARTY HOLDING THE PRIMARY.

On motion of Senators LEVENTIS, ALEXANDER, ANDERSON, BRANTON, COURSON, CROMER, DRUMMOND, ELLIOTT, FAIR, FORD, GIESE, GLOVER, GREGORY, GROOMS, HAWKINS, HAYES, HUTTO, JACKSON, KNOTTS, KUHN, LAND, LEATHERMAN, MALLOY, MARTIN, MATTHEWS, McCONNELL, McGILL, MESCHER, MOORE, O'DELL, PATTERSON, PEELER, PINCKNEY, RANKIN, RAVENEL, REESE, RICHARDSON, RITCHIE, RYBERG, SETZLER, SHORT, J. VERNE SMITH, THOMAS, VERDIN and WALDREP, with unanimous consent, the Senate stood adjourned out of respect to the memory of Mr. Lee Westbury of Charleston, S.C., beloved grandfather of Lieutenant Governor André Bauer and father to Jill Westbury Bauer of Charleston and Columbia. Mr. Westbury would have celebrated his 90th birthday on March 3rd.
