VERSIONS OF THIS BILL
TO ESTABLISH A STUDY COMMITTEE COMPRISED OF FIVE MEMBERS OF THE SENATE, APPOINTED BY THE PRESIDENT PRO TEMPORE, AND FIVE MEMBERS OF THE HOUSE OF REPRESENTATIVES, APPOINTED BY THE SPEAKER, TO STUDY THE ISSUE OF REAPPORTIONING THE SIXTEEN JUDICIAL DISTRICTS AND TO RECOMMEND APPROPRIATE CHANGES TO THE GENERAL ASSEMBLY BY FEBRUARY 15, 2007.
Whereas, the State of South Carolina is aware of the drastic backlog of cases in the Circuit Courts of this State; and
Whereas, the State recognizes the financial roadblocks that interfere with the State's ability to provide for additional judges, solicitors, and other court personnel which are needed to completely alleviate this backlog; and
Whereas, the State is further aware that the present judicial circuit system has not been altered in many years, in some cases almost ninety, despite fundamental changes in the populations of the counties, which make up the individual circuits. Now, therefore,
Be it resolved by the Senate, the House of Representatives concurring:
That the members of the General Assembly, by this resolution, establish a study committee compounded of five members of the Senate, appointed by the President Pro Tempore of the Senate, and five members of the House of Representatives, appointed by the Speaker of the House, to study the issue of reapportioning the sixteen judicial districts and to recommend appropriate changes to the General Assembly by February 15, 2007.
