A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 7-15-315 SO AS TO AUTHORIZE A QUALIFIED ELECTOR TO CAST A BALLOT DURING A PERIOD BEGINNING FIVE DAYS BEFORE A GENERAL ELECTION WITHOUT QUALIFICATION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 5, Chapter 15, Title 7 of the 1976 Code is amended by adding:

"Section 7-15-315.    (A)    The procedure provided by this section is in addition to the procedure for absentee voting provided pursuant to the provisions of this article.

(B)    A qualified elector may cast a ballot during a period that begins five days before a general election.

(C)    A qualified elector is not required to possess additional qualifications to cast a ballot during the period provided in subsection (B).

(D)    All other provisions of this title, with regard to the conduct of electors, apply, mutatis mutandis".

SECTION    2.    This act takes effect upon approval by the Governor.
