A CONCURRENT RESOLUTION

TO RECOGNIZE AND EXPRESS GRATITUDE TO C. TALMADGE TOBIAS, JR., FOR HIS EXEMPLARY PUBLIC SERVICE TO SUMTER AND THE STATE, AND TO EXTEND BEST WISHES FOR A LONG AND HAPPY RETIREMENT.

Whereas, with mixed emotions, the members of the General Assembly of the State of South Carolina have learned that C. Talmadge Tobias of Sumter County is retiring from his position as City Manager of Sumter; and

Whereas, Talmadge Tobias was born in Sumter on May 21, 1946, and was a 1964 graduate of Edmunds High School; and

Whereas, after graduating from Columbia Commercial College in 1966, with an associate's degree in Business Administration, Mr. Tobias began work with the South Carolina Highway Department on the Sumter Transportation Plan, before being activated with the United States Air Force for six months; and

Whereas, after his tour of duty, Mr. Tobias spent an additional five and one-half years in the South Carolina Air National Guard at McEntire Air National Guard Base; and

Whereas, in 1967, Mr. Tobias continued work with the Highway Department as Accounting Clerk and also served on the Board of Directors for the Credit Union as Treasurer; and

Whereas, Talmadge Tobias became the Sumter City Accountant in 1977, a position which transitioned to Finance Director of the City of Sumter; and

Whereas, while serving as Finance Director, Talmadge Tobias was able to attain a Bachelor of Science Degree in Accounting from the University of South Carolina, and later completed his Masters Degree through Golden Gate University on Shaw Air Force Base; and

Whereas, in 1980, Mr. Tobias received the additional title of Assistant City Manager, and on December 31, 1989, he was promoted to City Manager of Sumter; and

Whereas, Mr. Tobias has served on and held leadership positions on numerous boards and commissions in his community and the State and for his outstanding contributions has received numerous awards and recognitions, including an award from the South Carolina Municipal Association for Financial Management and recognition in several financial management publications; and

Whereas, Talmadge Tobias has distinguished himself through selfless leadership as City Manager of Sumter and has performed a great service to his community and State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, recognize and express gratitude to C. Talmadge Tobias, Jr., for his exemplary public service to Sumter and to the State and extend best wishes for a long and happy retirement.

Be it further resolved that a copy of this resolution be presented to C. Talmadge Tobias, Jr.
