A CONCURRENT RESOLUTION

TO CONGRATULATE THE SOUTH CAROLINA EDUCATIONAL TELEVISION FOR PROVIDING QUALITY TELEVISION AND RADIO PROGRAMMING TO RESIDENTS OF THE PALMETTO STATE FOR ALMOST FIFTY YEARS, AND FOR PROVIDING LIVE COVERAGE OF THE PROCEEDINGS OF BOTH CHAMBERS OF THE GENERAL ASSEMBLY SINCE 1999.

Whereas, in 1957 the General Assembly adopted a resolution that called for the State to create a committee to study the use of television as an educational tool to be used in the State's public schools; and

Whereas, in 1958 the study committee recommended a pilot project be implemented to determine whether the use of television as an educational tool was feasible. A television studio was built at Dreher High School in Columbia to begin the experiment. Mr. Henry J. Cauthen was selected as technical director and Mr. R. Lynn Kalmbach was selected as project director. Soon, educational services were extended to five Columbia area schools; and

Whereas, in the 1960's the General Assembly created the South Carolina Education and Television Commission to ensure that the growth of this technological asset of the State could be utilized by all of its citizens. State agencies and public school teachers began utilizing South Carolina Educational Television to receive continuing professional education, a closed circuit network was extended to all counties in the State and reached many of the State's public schools, colleges, and hospitals, and the network began establishing broadcasting stations across the State; and

Whereas, during the 1970's the network continued to establish broadcasting stations across the State, began the operation of its FM educational network, and joined the Public Broadcasting Service satellite system; and

Whereas, during the 1980's the network received a $5.6 million grant from the United States Department of Education to implement the Star Schools project to provide live interactive instruction in mathematics, foreign language, and science delivered via satellite, and undertook efforts to acquire a number of properties near Williams-Brice Stadium in Columbia to consolidate and expand its operations; and

Whereas, in the 1990's the network expanded its closed circuit course offerings, teleconference capabilities, interactive services, and completed construction of its Telecommunications Center which can provide the networks thirty-two channel digital satellite system on-line, and began live coverage of the proceedings of both chambers of the General Assembly in January 1999; and

Whereas, in 2004, the digital South Carolina channel began its broadcast of State House Today which made South Carolina Educational Television the first public television network in the nation to offer comprehensive legislative coverage on a digital cable channel; and

Whereas, the members of the General Assembly want to take this opportunity to thank the following individuals with South Carolina Educational Television for their work in making broadcasts of the proceedings of the General Assembly available to the public: Mr. Moss Bresnahan, President and Chief Executive Officer of South Carolina Educational Television; Mr. Tom Fowler, Senior Vice President of Broadcasting; Mr. Ray Sharpe, Director of Governmental Relations/Community Relations; Mr. Tom Posey, Director of News/Public Affairs; Ms. Aimee Crouch, Producer of State House Today; Ms. Khristia Webb, Director of State House Today; Mr. Stephen Yountz, Field Producer/Videographer; and the following Technical Directors: Ms. Louise Bell, Mr. Joe Bowie, Mr. Dave Adams, Mr. Craig Ness, Mr. Steve Folks, Mr. Ricky Taylor, and Mr. Marc Manges; and

Whereas, it is fitting and proper for the members of the General Assembly to pause in its deliberations to recognize the many accomplishments of the men and women who have made South Carolina Educational Television one of the greatest public broadcast networks in this nation. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, congratulate South Carolina Educational Television for providing quality television and radio programming to the residents of the Palmetto State for almost fifty years, and for providing live coverage of the proceedings of both chambers of the General Assembly since 1999.

Be it further resolved that a copy of this resolution be presented to Mr. Moss Bresnahan, President and Chief Executive Officer of South Carolina Educational Television.
