A HOUSE RESOLUTION

TO COMMEMORATE THE LIFE AND RECOGNIZE THE PUBLIC SERVICE OF HAROLD WALLACE DEAN, FORMER MAYOR OF WALTERBORO.

Whereas, the members of the South Carolina House of Representatives were deeply saddened to learn of the passing of Harold Wallace Dean, a life-long public servant of South Carolina, on December 5, 2004; and

Whereas, the son of the late George Gibson Dean and Mollie Langford Dean, Harold Wallace Dean was born on October 17, 1924, in Ridgeland; and

Whereas, attending public schools in Ridgeland and Orangeburg, Mr. Dean was destined for greatness, and furthered his education at Furman University and later served in the United States Army during World War II and the Korean War; and

Whereas, a devoted husband and family man, Mr. Dean shared a loving marriage with his wife, Sarah Anne Snead Dean, and together they had three children: Harold Wallace Dean, Jr., John Scott Dean, and Mary Kate Dean Saunders. Mr. Dean also doted on three beautiful grandchildren: Sloman Dale Dean, Madeline Claire Saunders, and Elizabeth Anne Dean; and

Whereas, working his way up in the banking business, Mr. Dean joined Farmers and Merchants Bank in February 1942, eventually rising to the position of executive vice-president and cashier. He retired from Citizens and Southern National Bank as senior vice-president in 1989; and

Whereas, an outstanding public servant, Mr. Dean became mayor of Walterboro in 1967 and served until 1977, seeing his community through many sweeping changes that greatly benefited the lives of his constituents; and

Whereas, among his many accomplishments during his tenure, Mr. Dean enacted the first zoning ordinance, formed the City-County Recreation Committee, negotiated the first cable television franchise, rebuilt city hall, and built a new fire department. Most notably, he assured financial stability for Walterboro by establishing a budgeting process that ended the city's reliance on tax anticipation notes; and

Whereas, Mr. Dean extended his civic influence in other areas as well, serving as the president of the South Carolina Municipal Association, the Walterboro Jaycees, and the Dogwood Country Club; and

Whereas, Mr. Dean will forever be remembered as a man who gave tirelessly of himself to his family and community and is sorely missed. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commemorate the life and recognize the public service of Harold Wallace Dean, former mayor of Walterboro.

Be it further resolved that a copy of this resolution be forwarded to Mr. Dean's wife, Sarah Anne Snead Dean.
